A Minister in BiH can also be a Representative in two Parliaments

Eleven politicians in Bosnia and Herzegovina (BiH) currently hold two or three incompatible positions – representative and prime minister or minister in one of the thirteen governments in this country.

Elections for the state, entity and cantonal levels were held on October 2nd, 2022, but no new governments were formed.

Currently, for example, the chairman of the BiH Council of Ministers, Zoran Tegeltija, is also a representative of the Alliance of Independent Social Democrats (SNSD) in the state parliament, and the prime minister of the Government of the Federation of BiH (FBiH), Fadil Novalic, is a representative of the Party of Democratic Action (SDA) in the parliament of that BiH entity.

Zora Dujmovic from the Croatian Democratic Union (HDZ) of BiH holds three positions. She was appointed Minister of Culture in the FBiH in 2015. Since 2018, she has been a minister and representative in the Assembly of Herzegovina-Neretva Canton, as well as a delegate in the Caucus of Serbs in the entity House of Peoples of the Parliament of the FBiH.

Along with Zora Dujmovic, the record holder in BiH for the number of positions is still the current Minister of the Internal Affairs of the FBiH, Aljosa Campara (SDA, later People and Justice – Narod i Pravda – NiP), who also held three positions.

Who is currently holding multiple positions?

As for the state level, apart from the chairman of the BiH Council of Ministers, Zoran Tegeltija, there is also Nezir Pivic(SDA), the current deputy state minister of justice, who has also been a representative in the FBiH Entity Parliament since October.

Vojin Mitrovic was the state minister of transport and communications, and in October 2022 he was elected as a representative in the National Assembly of the Republic of Srpska (NARS).

As for the lower levels of government, Adnan Delic (Narod i Pravda) is currently a representative at the FBiH level and a minister in Sarajevo Canton, while the Minister of Finance of the Sarajevo Canton, Davor Cicic, is also a representative in that canton.

Everyone praised the legal ban and then voted against it

Until 2018, it was stated in the BiH Election Law that the simultaneous performance of functions in the executive and legislative branches was incompatible.

Nevertheless, with changes to that law ahead of the general elections, double or triple functions were legalized, but “only in the period until new governments are constituted”, Radio Slobodna Evropa reports.
