Analysis: Embezzlement with Purchase of Vaccines in BiH

Federal auditors have determined that the Ministry of Health of the Federation of Bosnia and Herzegovina (FBiH), in 2020 paid funds in the amount of 13.722.042 BAM for the purchase of 800.000 doses of vaccines to combat COVID-19, of which only 218.510 doses were delivered !?

This is stated in the audit report on the work of the FBiH Ministry of Health for last year.

”In accordance with the Agreement on Mutual Rights and Obligations Regarding the Procurement of Vaccines through the Instrument for Global Access to Vaccines against Diseases COVID-19 (COVAX), the Ministry paid in advance in 2020 funds in the amount of 13.722.042 BAM for the purchase of 800.000 doses of vaccines, of which only 218.510 doses were delivered,” the auditors pointed out.

The report states, In accordance with Article 8 of this Agreement, if it is concluded that the required quantities of COVID-19 vaccine or vaccines of satisfactory quality and safety cannot be provided through the COVAX mechanism, withdrawal from the contractual relationship with COVAX will be considered.

”The Office of Attorney General of BiH provides support in the implementation of procedures, and the Court of BiH is competent for possible misunderstandings,” the report states.

The auditors even recommended:

In cooperation with the Office of Attorney General of BiH, undertake activities in the area of taking legal action, in accordance with the Agreement on Mutual Rights and Obligations, regarding the procurement of vaccines through the Instrument for Global Access to Vaccine against COVID-19 (COVAX), Avaz writes.
