Exactly 20 years ago in the American city of Dayton, after negotiations that lasted for 20 days, the Framework Agreement for Peace in B&H was signed. Signatory on behalf of B&H was Alija Izetbegovic, Franjo Tudjman on behalf of Croatia, and Slobodan Milosevic on behalf of the Federal Republic of Yugoslavia.
The main goal of the Dayton agreement was to stop the war in B&H, which lasted from 1992 to 1995. The agreement was officially recognized on the 14th of December in Paris. By this contract, the constitutional and the legal regulation of B&H was determined, which is organized on the complex principle and consists of 2 entities and Brcko District.
The entity with a majority population of Muslims and Croats, the Federation of B&H received 51 % of the territory, while the Republika Srpska received 49 %. Brcko District was formed as a special territorial unit, around which were held important negotiations, and which also has its own government.
The agreement has a total of 11 annexes, which are defining the military, political and civilian aspects of the peace agreement, as well as the regional stabilization. Annex 4 of this agreement is at the same time the Constitution of B&H.
The main mediator in the negotiations were the United States, and Richard Holbrooke had the most important role.
Today, 20 years later, many people believe that the Dayton Peace Agreement is overcome, that it filled its main role and that was stopping of the war. Many negotiating are taking place on the constitutional reform today in order to make more functional system.
However, a lot of political problems in the country slowed down the reforms, and in some way the Dayton Agreement is keeping B&H today in the chains of the past. Twenty years later, numerous conferences are held in order to analyze what has been done since the Dayton.
