BiH Officials Set for Salary Increase in 2027

Members of the Presidency of Bosnia and Herzegovina will have a net salary of 7,855 BAM starting next year, and, with the full length-of-service allowance, up to 9,426 BAM, after the base salary calculation for institutions of Bosnia and Herzegovina was increased to 785.50 BAM.

On Sunday, the Council of Ministers of BiH set the base salary for 2027 at 94.64 BAM higher than the current 690.86 BAM.

According to the Law on Salaries and Allowances in Institutions of Bosnia and Herzegovina, the basic net salary is calculated when the base amount is multiplied by the job coefficient, meaning those with the highest coefficients receive the most.

An additional 0.5 percent is added to the base salary for each completed year of work experience, up to a maximum of 20 percent. The exact amount each individual receive depends on their service years, and the amounts without the allowance with the full service allowances are listed below.

Highest for the BiH Presidency Members

Members of the Presidency of Bosnia and Herzegovina have the highest coefficient (10.00). Their basic net salary increases from 6,908.60 BAM to 7,855 BAM, and with the full service allowance, it will amount to 9.426 BAM.

The Chair of the Council of Ministers of Bosnia and Herzegovina, with a coefficient of 9.00, will have a base salary of 7,069.50 BAM or approximately up to 8,483.40 BAM with the service allowance. Deputy Chairpersons with a coefficient of 8.80 will have a salary from 6.912,40 BAM to 8.294,88 BAM.

The chairpersons and deputy chairpersons of the House of Representatives and the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina have a coefficient of 8.70, so their salary will range from 6,833.85 BAM to 8,200.62 BAM.

Ministries, as well as the chairpersons of commissions and caucuses in both chambers, have a coefficient of 8.50. Their base salary will be 6,676.75 BAM, and with the service allowance it can reach 8,012.10 BAM.

Parliamentarians up to 7,918 BAM

Representatives and delegates in the Parliamentary Assembly of Bosnia and Herzegovina, the Auditor General, and members of the Central Election Commission of BiH have a coefficient of 8.40. Their basic salary will increase from 5,803.22 BAM to 6,598.20 BAM, and with the service allowance, it can reach 7, 917.84 BAM.

The Director of the Indirect Taxation Authority of BiH, with a coefficient of 8.20, will receive between 6,441.10 BAM and 7,729.32 BAM. The Director General of the Intelligence-Security Agency, the Director of the Communications Regulatory Agency, and the Human Rights Ombudsmen have a coefficient of 8.00, so their salary will range from 6,284 to 7,540.80 BAM.

Among the civil servants in the strict sense, the highest coefficient is 6.70, which can be reached by the director of an administrative organization. This amounts to 5.262, 85 BAM based on the new base amount, or up to 6.315,42 BAM with the service allowance.

Depends on the Budget

The new base amount will only be applied after the budget of the BiH institutions for 2027 is adopted. According to this year’s amendments to the law, civil servants receive their increased salary retroactively after the budget is adopted, but this does not apply to public officials.

In 2025, parliamentarians froze their own salaries and those of others with the highest coefficients so that only employees with lower incomes would receive increases. That provision ceased to be valid with the adoption of the 2026 budget, meaning the increase in 2027 will also include public officials, unless the parliament votes to freeze them again.

Judges and prosecutors in judicial institutions at the state level receive their salaries under a separate law, so these amounts do not apply to them, Klix.ba writes.
