Any police officer in Bosnia and Herzegovina who spots Milorad Dodik, the President of the Republika Srpska (RS) entity, Radovan Višković, the Prime Minister, and Nenad Stevandić, the President of the RS National Assembly, should detain them. That would be the definition of the central warrant issued for the aforementioned individuals, in short.
The central warrant was issued for the suspects Dodik, Višković, and Stevandić after the Court of Bosnia and Herzegovina ordered their detention for failing to appear before the Prosecutor’s Office of BiH for questioning.
As Klix.ba was told, the central warrant was issued by an automatic order from the Court of BiH. This means that all police agencies in BiH have been notified and are required by law to detain Dodik, Višković, and Stevandić.
Of course, it should be borne in mind that the suspects are high-ranking politicians in the RS entity and that they refuse to appear before the State Prosecutor’s Office. Therefore, it remains to be seen whether an agency will detain the individuals on the warrant after they eventually see them, which is a less likely scenario under the given circumstances. On the other hand, an organized arrest operation, especially with the assistance of EUFOR, is something that is much more realistic to expect.
After issuing a central arrest warrant, an international arrest warrant is also possible, and any appearance of the aforementioned persons abroad would mean their arrest, or rather, it would be the duty of foreign police agencies according to Interpol.
What we know so far: Milorad Dodik is in the RS, and he previously announced that he would travel to Moscow on March 18. Whether he will leave and how remains to be seen. What Dodik has at his disposal is the use of a helicopter, which gives him room to maneuver, although his movement is largely limited. However, we are currently in a strange situation where Dodik is inaccessible to the BiH judiciary, while at the same time appearing in the public and the media.
On the other hand, the President of the RS Parliament Nenad Stevandić traveled to Belgrade on Friday or Saturday and, according to the latest information, is still in Serbia. The Prime Minister of the RS, Radovan Višković, is, according to the latest information, in the RS.
At the moment they are taken into custody, according to the decision of the Court of BiH, the entity president, entity prime minister, and entity National Assembly president will be in custody for one month, according to Klix.ba.
