Cerimagic: The Conclusion on State Property is the most important Outcome of the PIC Session

”The most important outcome of the meeting of the members of the Steering Committee of the Peace Implementation Council (PIC) in Bosnia and Herzegovina (BiH), whose role is to give political guidelines to the high representative in BiH, is related to the part of the conclusion that refers to state property, ” toldthe analyst of the European Initiative for Stability, Adnan Cerimagic.

Confirmed position from 2008

Commenting on the outcome of Wednesday’s session, Cerimagicsays that, after heated discussions in BiH public and several confusing statements by representatives of the international community, the Steering Committee confirmed its original position from 2008 related to the topic of what agreement on state property should be reached.

It should be recalled that the Steering Committee of the PIC adopted a conclusion regarding state property in which it calls on BiH authorities to find a solution for this challenge which is one of the key ones. The authorities are expected to “find an acceptable and sustainable solution to the issue of the distribution of state property between the state and other levels of government, by adopting a law at the state level that will regulate the issue.”

Agreement in the domestic institution

”At the same time, the Steering Committee underlined that the work of the Office of the High Representative (OHR)‘s Working Group for State Property aims to support domestic institutions in drafting solutions, not the high representative. I believe that the only correct way to resolve this issue is through an agreement in the competent domestic institution, the Parliamentary Assembly of BiH. This issue has been on the agenda in BiH for a long time, for many political actors it is extremely important and ultimately an emotional issue, so any intervention by a high representative, which would cut the knots, would certainly destabilize the political situation in BiH. And nobody needs that,” points out Cerimagic, Avaz reports.
