The Council of Ministers of Bosnia and Herzegovina (BiH) has submitted to the Parliamentary Assembly of BiH a Proposal of the Law on Amendments to the Communications Act with a suggestion to consider it through shortened process.
In the explanation submitted to the Parliamentary Assembly of BiH it is said that the current Law on Communications of BiH does not treat the issue of introduction of number 112, which is one of the important elements of an effective protection and rescue system.
The proposed amendments to the law aim to introduce a distinctive European emergency number throughout the entire territory of BiH, and then establish an emergency call system within the relevant departments, eg entity civil protection bodies.
These proposed amendments to the law state that the telecommunications operator is obliged to provide all users with free calls, SMS messages to a distinctive European emergency number 112 and e-calls, as well as calls to other emergency numbers in BiH, in accordance with Phone Number Service Plan, without using any form of payment from any phone device including all public call boxes and e-call calling devices.
After the adoption of the Law Amendments, the telecommunications operator will be obliged to provide all information about call to number 112, to all call centers and emergency services to which the call has been sent, and other emergency numbers, without any cash compensation, immediately after the call dialing, and especially the phone number from which the call was made, name, last name or the name of the owner of that number, the time and duration of the call as well as the location from which the call was made.
“Every abuse of the call to 112 and other numbers for access to emergency services in BiH is forbidden,” is stated in the Law Amendment of Communications Act.
This Law also lays down Article 26 of Directive 2002/22 / EZ of the European Parliament and the Council of March 7th 2002, on universal service and users’ rights relating to electronic communications networks and services (Universal Service Directive).
