The Government of the Federation of Bosnia and Herzegovina (FBiH) and the Independent Trade Union of Civil Servants and Employees in state administration bodies, the judiciary, and public institutions in the FBiH have signed an Agreement on the base and the point for the calculation of salaries for the 2026 fiscal year.
The Agreement establishes a base amount of 540 BAM and a point value of 1.00, which will be applied in accordance with the Law on the Execution of the Budget of the FBiH for 2026 and the applicable regulations in the area of salaries and allowances.
The Agreement was signed by the Prime Minister of the FBiH, Nermin Niksic, and the President of the Independent Trade Union of Civil Servants and Employees, Samir Kurtovic. The signing of the Agreement was also attended by the Federal Minister of Finance, Toni Kraljevic, which further confirmed the fiscal sustainability and institutional support for the agreement reached.
“By signing this agreement, the social dialogue between the Government of the FBiH and the representative trade union continues, with the aim of improving the material position of employees in government bodies and ensuring a stable system for salary calculation in the coming period,” state the Independent Trade Union of Civil Servants and Employees in state administration bodies, the judiciary, and public institutions in the FBiH.
How much will politicians’ salaries be increased?
Thus, Lidija Bradara, President of the FBiH, has a coefficient of 10, so her salary, without years-of-service increments and additional allocations, will amount to 5.400 BAM, whereas this year it amounted to 4.800 BAM, and in 2024 it was 4.250 BAM.
The Vice-Presidents of the FBiH, Lendo and Stojanovic, have a coefficient of 9.80, so their salary will be 5.292 BAM.
Last year, their salary amounted to 4.704 BAM.
The same amount of salary increase will also be received by the Federal Prime Minister Nermin Niksic, as well as the speakers of the chambers of the Federal Parliament.
When it comes to ministers in the Government of the FBiH, their salary will now amount to 4.860 BAM, while this year it amounted to 4.320 BAM.
Only 27 BAM for workers
The Minister of Finance of the FBiH, Toni Kraljevic, previously stated that the adjustment of the minimum wage is carried out on the basis of the Regulation on the calculation methodology, which takes into account two key parameters: the growth of consumer prices (inflation) and the growth of real gross domestic product (GDP).
According to data the Government received from the Federal Institute of Statistics for the first nine months, consumer price growth amounts to 3.6%. On the other hand, real GDP growth for the first half of the year amounts to 1.8%.
“If we were to add that real GDP growth and the growth of consumer prices, we would get a total of 5.4. Divided by two, that is, 50 percent of that, we arrive at 2.7 percent. So you can already have a forecast of how much the adjustment of the minimum wage will amount to,” Kraljevic explained at the time.
The Minister further specified that, translated into concrete terms, on an amount of 1.000 BAM (which is the target through fiscal reform as minimum income), this increase would amount to only 27 BAM. Kraljevic emphasized that with this move, after last year’s “step forward,” the system is returning to the statutory methodology, N1 writes.
