The Government of the Federation of BiH today, at the proposal of the Federal Ministry of Education and Science, adopted the Decision on the adoption of the Spending Program and criteria for the distribution of current transfers in the total amount of 11,135,000 BAM, determined by the Budget of the Federation of BiH for the year 2024.
The spending program includes ten current transfers. 1,185,000 BAM is planned for financing the student standard, 2,600,000 BAM for financing education, and 300,000 BAM for the implementation of the Bologna process.
1,800,000 BAM will be allocated for the field of science of importance for FBiH, 2,600,000 BAM for the development of science institutions and R&D promotion of importance for FBiH, and 1,000,000 BAM for science and culture institutions of importance for BiH. 500,000 BAM each will be distributed to science and culture institutions of importance for the Federation of Bosnia and Herzegovina – the Croatian Academy of Science and Arts of Bosnia and Herzegovina, the Academy of Sciences and Arts of Bosnia and Herzegovina and the Bosnian Academy of Sciences and Arts of Bosnia and Herzegovina. 150,000 BAM will be allocated for the International Academy of Sciences and Arts in Bosnia and Herzegovina.
Funds determined in the Program will be distributed according to the criteria for the distribution of funds by current transfers determined for each program separately.
Depending on the nature of the program or project, the Federal Minister of Education and Science will sign special contracts with the beneficiaries of the funds on the realization of the allocated funds, which will regulate the way and deadlines for spending the funds and reporting. In the event that the Federal Ministry of Education and Science, based on a justified request of the user, extends the deadline for the implementation of one or more projects, an annex to the contract will be concluded with the user of the funds.
The user of the funds is obliged to use the allocated funds for the intended purpose and within the period prescribed by the contract, and to submit a report on the expenditure and the realized effects of the investment within 15 days from the date of realization of the funds.
The Council for Science and the Federal Ministry of Education and Science will supervise the spending of funds allocated for financing and co-financing of scientific research and research and development projects.
The financial report on the implementation of the scientific-research and research-development project from the accounting-financial aspect will be prepared by the Federal Ministry of Education and Science. The report on the implementation of the research program and the achievement of the established goals, i.e. the assessment of the scientific content of the research in terms of originality, topicality, research quality, value of the obtained results of the scientific-research and research-development project will be prepared by the Council for Science of the Federal Ministry of Education and Science, it was announced from Office of the FBiH Government for Public Relations.
