Head of the EU Delegation in BiH: BiH risks losing up to 373.9 Million Euros

The EU Ambassador and EU Special Representative for Bosnia and Herzegovina, Luigi Soreca, has warned that Bosnia and Herzegovina risks losing up to €373.9 million from the EU Growth Plan unless it urgently takes steps to meet its commitments under the Reform Agenda and make progress on its European path.

Soreca, in a post on the social network X, stated that this amount comes on top of the €108 million that BiH has already lost in 2025 due to the lack of necessary reform activities.

European Commissioner for Enlargement Marta Kos, during her address to the members of the European Parliament, previously pointed out that the world is in a period of profound geopolitical changes, which is why enlargement policy is becoming a key issue, but also stressed that the European Union will not compromise when it comes to reform standards.

According to her, Bosnia and Herzegovina still has significant but underutilized potential, while the Growth Plan represents a concrete mechanism for the transformation of the country by strengthening democratic institutions, encouraging investment and improving overall prosperity.

However, as stated, the BiH authorities have not made any progress in adopting the measures from the Reform Agenda, which include, among other things, improving digitalization and administrative services, reforming the judiciary to better protect citizens’ rights, and transitioning to a greener and cleaner economy.

The European Union says that the Reform Agenda is not a set of technical measures, but a clear plan to improve the quality of life of citizens.

The Growth Plan, which foresees almost a billion euros for Bosnia and Herzegovina in exchange for implementing reforms, is based on the principle of fulfilling specific obligations within clearly defined deadlines.

Commissioner Kos, as stated, recently sent a letter to the BiH authorities in which she warned of the risks of further delays, emphasizing that urgent action is necessary to avoid losing funds intended for citizens.

Brussels said that time for reaction is running out.
