The Chairperson of the Council of Ministers of Bosnia and Herzegovina, Borjana Krišto, told reporters after the session of the Council of Ministers that today they had again adopted the Draft Budget of the Institutions of BiH and International Obligations of BiH for 2025 and sent it to the authorized proposer to the Presidency of BiH.
According to her, the budget remains within the given framework, its framework is one billion and 557 million BAM.
– Today we have also made certain decisions related to the payment of compensation for employees in the institutions of Bosnia and Herzegovina and with the signatories of our collective agreements, due to the delay in the budget for this budget year in terms of determining the base and that certain difference – said Krišto.
She added that they had also made a conclusion related to the adoption of the draft budget, or the preparation of a draft budget for 2026 as well.
The Chairperson of the Council of Ministers of BiH pointed out that today they also discussed and declared in the first round the decision on the establishment of the Chief Negotiator of Bosnia and Herzegovina, or on behalf of the institution of the Council of Ministers of BiH.
She stated that this decision was already made and consulted on a year and a half ago, in some way, and that even today there have been no proposals on the content of this decision.
– I want to clearly emphasize that this is a job and an obligation, in accordance with the Constitution and in accordance with our law on the Council of Ministers as a representative of the executive branch, our obligation to establish the office of the chief negotiator, to appoint the chief negotiator in accordance with the decision that is made. I must say that I am sorry that today politicking has entered our ranks, at least when it comes to this European path. Today, all I heard from my colleagues – ministers Helez, Konaković, Hurtić and Forto, is that they do not agree with the proposal, that it will be a person from the SNSD, that they are some who are blocking the way – said Krišto.
She added that she had not heard from anyone “that we have changed our foreign policy goal or course”.
– This remains a permanent and our common obligation both at the institutional and political levels. Personally, I think that the responsibility is on us and that we should do everything at this moment to reach a decision on the establishment of the Chief Negotiator and in this way continue to fulfill, in addition to the obligations we have, which are the adoption of two more laws, this obligation as well – said Krišto.
She expressed hope that in the time ahead we could make a huge step forward for BiH, all its peoples and citizens and carry out the tasks and obligations that are within the competence of the institutions of the Council of Ministers and the Parliamentary Assembly, “which burden us, given that next year is an election year in BiH and we always know how this is reflected in the work and functioning of certain institutions”.
Krišto stated that the Council of Ministers today, among other things, made a decision to form a coordination body to monitor the implementation of strategic and operational goals, which are set by the Strategy and Action Plan for Integrated Border Management in BiH for the period 2025-2029.
– Then, what is also important is that we have accepted the strategy of the Intelligence and Security Agency, or their annual platform for 2026. Ultimately, that strategy, or platform, is adopted by the Presidency of BiH as the ultimate institution and we are sending it for adoption today – stated Krišto.
She added that they have appointed a deputy director of the Investigation and Protection Agency.
– I think that by appointing Dragan Andrić, as the first-ranked and successful candidate, we have in some way enabled this very important agency to continue to do its job within its authority, or by carrying out what is prescribed for it by law – stated Krišto.
