Novalić presented an Overview of the Work of FBiH Government

12935336_1147283031989318_1220589082_nFor the first time after the war, one government seriously approached the problem of youth unemployment and collected around 6.5 thousand applications with a program worth 50 million BAM, distributed through cantonal employment services. This was highlighted yesterday by the Prime Minister of FBiH Fadil Novalić.

Novalić assessed that the Government of FBiH worked very devotionally in the past year, in accordance with its constitutional jurisdictions and obligations.

Special reference was made to the implementation of tasks from the Reform Agenda adopted on July 27, 2015. The Reform Agenda defines the main plans of the Council of Ministers of BiH and entity governments for social-economic reforms.

“Some of the most important laws oriented towards reforms are the Law on games of chance, the Labor Law, the Law on energy efficiency, on internal payment system, on land consolidation, on companies, on factoring, on corporate income tax, on financial management and control in the public sector, on unique system of registration and control of contributions, on foreign investments, on amendments to the Law on contributions, on expropriation for highways, mines and industrial zones, on pension and disability insurance, on voluntary pension funds, on Financial Information Agency, and so on,” Novalić stated.

In the period from March 31, 2015 until April 1, 2016 the FBiH Government defined and sent to parliamentary proceedings 24 draft laws and 60 proposals of laws, of which 23 were referred to regular procedure, 24 to emergency procedure, and 13 to summary proceedings.

Novalić pointed out that the Government adopted a number of regulations of vital importance to the FBiH in the field of creating better social conditions, stating that it is about limiting the growth of public administration and public spending through the moratorium on recruitment.

This was the first and a very important measure undertaken by the FBiH Government and which can be seen from the rebalance of last year’s budget and the savings of 13.6 percent on salaries and compensations.

In the area of creating better social environment, Novalić highlighted that the most important are the agreements with miners and pensioners and the payments of creditable service for employees in companies with difficulties.

In this regard, the price of gas has been decreased twice (by 15.1 percent and by 10 percent).

In terms of solving problems in companies, in one year the Government intervened in 25 enterprises, including Agrokomerc, Vitezit, Energoinvest, Rudnici, KTK Visoko, Hidrogradnja, Feroelektro, BH Airlines, Konfekcija Borac, Krivaja, Energopetrol, AIDA, TTU, etc.

“We are convinced that by the end of the mandate some of the mentioned enterprises will be restructured and enabled to launch the business process, thus these companies will no longer be a subject of social discontent,” Novalić concluded during the presentation of results of the work of FBiH Government.
