OHR: Ruling Parties Have to Agree on Personal Identification Number

ohr-logo3-aThe ruling parties have to agree on the amendment regarding the personal identification number (JMB), said the Office of the High Representative yesterday.

The BiH Constitutional Court brought a decision in 2011 for the State Law on the JMB to change after the BiH Parliament did not do it, delete the controversial clause, and left the task to the BiH Parliament to adopt a new provision in accordance with the decision of the Constitutional Court.

“It is clear that the issue of JMB has to be solved. This issue directly affects the youngest citizens of this country and their parents, who are not able to receive ID cards in order to have access to basic services. This task is exclusively for the BiH Parliament. The decree of the RS government is not able to fulfill this legal vacuum’’, said the statement.

OHR thinks that conscious unwillingness of parties that have joined the government together to agree and support feasible solutions is an irresponsibility that is disgraceful.

“Tactics that could be described as ‘take it or leave it’, at the expense of newborns and their parents, only leads to more political conflicts. The High Representative has already expressed his deep disappointment at the fact that BiH Parliament did not find a solution for the ID number. The BiH Parliament is not able to further ignore the needs of its citizens. This system has been functioning well for years and serves its citizens. Members of Parliament have to find and adopt a solution for the current state law without further delay’’, said OHR.
