Support of Sweden to Reforms in BiH Judiciary

swedenIn the High Judicial and Prosecutorial Council of BiH (HJPC), today will be held a working meeting of the Ambassador of Sweden in BiH and Director General of the Judicial Administration of that country with representatives of the HJPC.

The reason for the working meeting is planning of further implementation of the Project of improving court efficiency and accountability of judges and prosecutors in BiH – Phase 2 (Project ICEA), which is funded by the Government of Sweden in the amount of 1.7 million EUR for the period 2017 -2019.

This meeting is also an opportunity to present the organization and operation of the HJPC and the judiciary system in BiH to the Director of Judicial Administration of Sweden, who is paying an official visit to BiH, and to agree on further cooperation activities with the Swedish court administration.

Besides improving the efficiency of the judiciary, the goal of the project is the fight against corruption and improvement of the transparency of the judicial system in BiH. The need to strengthen the independence and accountability of the judicial system was also noted in the Stabilization and Association Agreement (SAA) that was signed with the EU and the European Partnership. The same was stated as a priority in the Reform Agenda in BiH 2015 – 2018 as well as the Action Plan for its implementation.

According to the Ambassador of Sweden, “this is a very good time to start with a serious improvement of the transparency of the judiciary in BiH”.

The project foresees the analysis of the legal framework that is managing the financial reports of judicial office holders and the establishment of an effective system of control, processing, and publication of data from these reports, as well as the establishment of a digital register of financial reports of judicial office holders.
