The Gas Act in BiH is a prerequisite for the Construction of any Gas Interconnection

The delegates of the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina will consider, at the session that started today in Sarajevo, the Annual Consolidated Report of the Internal Audit for 2021 submitted by the Ministry of Finance and Treasury of Bosnia and Herzegovina.

The session began with delegates asking questions, and one of the questions was asked by the Bosniak Club delegate Šefik Džaferović (SDA) about the decisions made by the BiH Council of Ministers, which refer to the gas pipelines of the eastern and southern interconnections.

The Chairperson of the BiH Council of Ministers, Borjana Krišto (HDZ), said that in the context of the Eastern Interconnection, the Council of Ministers tasked the Ministry of Foreign Trade and Economic Relations of BiH to submit to the Presidency of BiH a proposal for the basis for conducting negotiations on the conclusion of an agreement between BiH and Serbia on the construction of a gas pipeline.

When it comes to the southern interconnection, the Council of Ministers supported the project between Bosnia and Herzegovina and Croatia and called on the Government of the Federation of Bosnia and Herzegovina to urgently propose to the Parliament of the Federation of Bosnia and Herzegovina to adopt a legal solution in order to speed up the implementation of the project.

Džaferović said that it can be concluded from this that the BiH Council of Ministers acted differently in these two cases, because for the eastern interconnection there is a procedure for concluding an agreement, which is a formal procedure, and in the second case, support was given to the project, which formally and legally means nothing.

Džaferović also problematized the lack of an initiative to adopt the law on gas, which, he says, is a prerequisite for the construction of any gas interconnection.

In front of the delegates is the Annual Consolidated Report on the system of financial management and control in the institutions of Bosnia and Herzegovina for the year 2021.

The state delegates will also be informed of information from the Ministry of Defense of Bosnia and Herzegovina about the deployment of members of the Armed Forces of Bosnia and Herzegovina to a humanitarian operation after the earthquake in the Republic of Turkey, and the agenda also includes giving consent for the ratification of several international treaties.

Several items on the agenda refer to reports on the work of state institutions, among which are the Agency for Postal Traffic of Bosnia and Herzegovina for 2022 and the State Regulatory Commission for Electricity for 2022.
