The leaders of the Western Balkans signed today in Berlin the new Action Plan for the single regional market for the period from 2025 to 2028.

A common regional market based on EU rules and standards is key to increasing the region’s competitiveness and bringing it closer to the EU.

The new Action Plan is an integral part of the Growth Plan for the Western Balkans. It operationalizes the second pillar of the Growth Plan – Regional Economic Integration through the Common Regional Market.

As well as aiming to strengthen cooperation in the region, it should be a springboard for wider integration with the EU’s Single Market.

The new Action Plan builds on the results of the previous Action Plan from 2021 to 2024. It was adopted at the 2020 Berlin Process Summit in Sofia.

It achieved concrete results for the citizens of the Western Balkans, such as the Agreement on reducing the prices of roaming services in the Western Balkans, the Declaration on Roaming between the European Union and the Western Balkans, the opening of green corridors during the corona virus pandemic, as well as the signing of 17 agreements, i.e. declarations, in order to facilitate movements of citizens, students and experts in the region.

The summit of the Berlin Process is being held in Berlin today, on its tenth anniversary.

Serbia is represented at the summit by Prime Minister Miloš Vucevic.

In Berlin are the Chairperson of the Council of Ministers of BiH Borjana Krist, Prime Minister of Serbia Miloš Vucevic, Prime Minister of Montenegro Milojko Spajić, Prime Minister of North Macedonia Hristijan Mickoski, Croatia’s Andrej Plenković, Albania’s Edi Rama, Kosovo’s Aljbin Kurti, Hungary’s Viktor Orban, President of the European Commission Ursula von der Leyen.

They are hosted by German Chancellor Olaf Scholz.

The Berlin Process was launched in 2014, at the initiative of the then German Chancellor Angela Merkel, as a format for regional cooperation and support for the rapprochement of the EU region.
