The Presidency of Bosnia and Herzegovina (BiH) yesterday, at an extraordinary session, adopted conclusions according to which the Council of Ministers of BiH is tasked to prepare and submit to the Presidency within five days the law on the budget of BiH institutions and international obligations of BiH for 2025.

The conclusion tasks the Council of Ministers of BiH to prepare and submit to the Presidency of BiH within five days the Law on the Budget of the Institutions of BiH and the International Obligations of BiH for 2025, in accordance with the Conclusions of the Presidency of BiH from August 19th, 2025, so that it may be sent in the shortest possible time for consideration and adoption to the Parliamentary Assembly of BiH (PABiH).

“We call on the PABiH, after the expiration of the deadline specified in point 1 of this conclusion, to decide on the corrected draft of the Law on the Budget of the Institutions of BiH and the International Obligations of BiH for 2025. In the event that point 1 of this conclusion is not implemented for any reason, we call on the PABiH to decide on the Draft Law on the Budget of the Institutions of BiH and the International Obligations of BiH for 2025, which the Presidency of BiH adopted on August 19th, 2025,” it is stated in the conclusion.

It is also specified that, “if the PABiH does not accept any draft law on the budget of the institutions of BiH and the international obligations of BiH for 2025, mentioned in points 1 and 2 of this conclusion, the Council of Ministers of BiH is tasked to submit in the shortest possible time to the Presidency of BiH a new draft law on the budget of the institutions of BiH and the international obligations of BiH for 2025, so that the Presidency of BiH may consider it and establish a new draft Law on the Budget of the Institutions of BiH and the International Obligations of BiH for 2025.”

The Presidency of BiH considers it unacceptable to continue any obstruction or delay in the adoption of the budget.

“Therefore, we call on all competent institutions of BiH to accelerate to the maximum the process of adopting the Law on the Budget of the Institutions of BiH and the International Obligations of BiH for 2025,” the Presidency of BiH states.

This conclusion enters into force on the day of its adoption.
