The Presidency of Bosnia and Herzegovina adopted conclusions on the alarming financial condition of the Public Radio and Television Service of Bosnia and Herzegovina (BHRT), warning that its survival is seriously threatened. The conclusions were reached at an extraordinary session convened at the proposal of Denis Bećirović, a member of the BiH Presidency.
On Friday, January 23, 2026, Bećirović sent a request to hold an extraordinary session with one item on the agenda – consideration of the critical financial situation of BHRT, which, as pointed out, threatens to completely stop the work of the state public broadcaster.
Violation of the law and debt exceeding 100 million BAM
In the adopted conclusions, the Presidency of BiH states that the current financial crisis of BHRT is a consequence of continuous violations of the Law on the Public Radio and Television System of Bosnia and Herzegovina, as well as other related laws, primarily by the Public Radio and Television Service of the Republika Srpska (RTRS)..
It was especially emphasized that the law is not implemented in the part related to the distribution of the RTV tax, which, according to the allegations, led to huge financial losses for BHRT and accumulated debt in the amount of 103.5 million convertible marks.
Urgent requests to the Council of Ministers and institutions of Bosnia and Herzegovina
The Presidency of BiH called on the Council of Ministers of BiH to urgently ensure the consistent application of the Law on the Public Radio and Television System of BiH, with a special focus on the legal distribution of funds collected through the RTV tax.
A clear request was also sent to the competent institutions of Bosnia and Herzegovina to take without delay all measures within their competence to ensure the compulsory collection of debts in favor of BHRT, which would enable the stabilization of the financial operations of the public service.
Intervention means to prevent the shutdown of BHRT
The conclusions further state that the Presidency of BiH calls on the Council of Ministers of BiH, the Parliamentary Assembly of BiH and other competent institutions to make urgent decisions on providing intervention financial resources, from available sources, in order to prevent the termination of BHRT’s work and enable its uninterrupted and continuous functioning.
Special emphasis was also placed on the position of employees in BHRT. The Presidency demands that funds be urgently provided for the payment of salaries, contributions and all rights from the employment relationship, in accordance with applicable laws and regulations.
The adopted conclusions enter into force on the day of adoption, and will be published in the “Official Gazette of Bosnia and Herzegovina”.
The decisions of the BiH Presidency come at a time when BHRT is facing the most difficult crisis since its establishment, and their implementation in the coming days could be crucial for the survival of the only state public radio and television service.
