“Dodik understands that blackmail and blockades mean nothing anymore, we are immune to them. I am absolutely sure that the EU will decide that grants and funds, which are directed towards BiH, will be realized at the FBiH level, until Dodik’s blockade policy is changed. The RS is in serious economic problems, and Dodik will not find money in Russia, it is time to turn to European integration,” said Denis Zvizdić, a member of the Collegium of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina, in Dnevnik D.
Meeting of the ruling coalition
Zvizdić also commented on the last meeting of the ruling coalition, saying that he is a moderate optimist.
“I don’t have many arguments to be 100 percent optimistic that what was agreed at that meeting will be realized, bearing in mind the behavior of SNSD representatives, who very often challenge what was previously agreed before the session itself or at the session of the Council of Ministers or Parliament But it is evident that we are all ready to support the processes and to adopt laws that would give us a credible status for the opening of the first cluster of negotiations within the framework of European integration,” said Zvizdić.
He also points out that there will still be latent blockades because, as he says, Dodik is used to the fact that when he threatens secession or any kind of blockade, the international community responds by meeting his demands.
“Things have changed significantly now. A large part of the international community has recognized that game and they no longer agree to this kind of threat and blackmail,” Zvizdić assessed.
Law on the Constitutional Court of Bosnia and Herzegovina
When asked why at this very moment Dodik gave up insisting on the law on the Constitutional Court, Zvizdić answers:
“He probably got the suggestion that he should show more inclination towards European integration. Those within the EU who are trying to protect Dodik, such as Orban or Milanović, cannot do that if he continues his anti-Western and anti-European policy”.
Zvizdić emphasizes that the Troika does not give up on the fact that foreign judges must remain in Bosnia and Herzegovina.
“Dodik will never reach an agreement with the Troika on the expulsion of foreign judges from the Constitutional Court until Bosnia and Herzegovina becomes a full member of the EU. Dodik got himself trapped for no reason by the decision of the NSRS, which now represents a great burden to him. I think he would be very happy to give up that condition, but he all the time there are messages from the opposition telling him to violate the conclusions hanging over his head. We do not accept a 3-3-3 parity ratio of judges, we do not accept any entity or ethnic voting, and we do not accept that foreign judges are chosen by any other legal authority than the President of the European court for human rights,” he stated.
The only real solution that can help Dodik and everyone in BiH is to appoint the missing judges, Zvizdić is categorical.
As for the law on courts, what the Troika is asking is to apply the norms and standards that are valid in all democratic countries. They have been applied in the entities, Zvizdić points out, and we are asking for it to be the same at the state level.
Zvizdić says that the next meeting of coalition parties at the state level will probably be on the 26th or 27th of this month, and then, he said, they should make final decisions.
“An agreement can be reached quite quickly if we all respect the legal principles and norms that rule, not only in Europe, but also at the level of our entities. The arrival of Ursula von der Leyen means that she will announce that there are five or six billion new funds for BiH”. he thinks.
Positive political will
“A nice atmosphere should be understood as positive political will that should be expressed by the coalition at the state level. It is quite certain that the European Commission will come with a very high-quality financial and procedural offer if we are able to complete the obligations that are in front of us,” Zvizdić added.
Asked whether we will open negotiations with the EU at the end of the year, he points out that the Report will certainly be quite positive because, according to him, a credible move has been made.
“Statements that Ukraine and Moldova will certainly open negotiations with the EU, in some way, if BiH is not allowed to do so, it would not be correct”.
Regarding the announced arrival of Jens Stoltenberg in Bosnia and Herzegovina, he says that for him the membership of Bosnia and Herzegovina in the NATO alliance is a zero priority. “The arrival of the Secretary General is a message that, in a way, Bosnia and Herzegovina is under the umbrella of the NATO alliance,” concluded Zvizdić, Federalna reports.
