President of Azerbaijan Ilham Aliyev said on Tuesday that the conflict in Nagorno-Karabakh has finally been concluded.

“The issue of the conflict in Karabakh has been resolved forever. This is a reason for great joy,” he said at a meeting with representatives of Fuzuli district in Karabakh.

Tensions flared again in Nagorno-Karabakh on September 19 after Baku announced it was launching what it described as “local anti-terrorist measures” and demanded the withdrawal of Armenian troops from the region.

The Russian Foreign Ministry called on the parties to the conflict to stop the bloodshed, cease hostilities, prevent civilian casualties and return to attempts to resolve the Karabakh issue through diplomatic channels.

The Ministry of Defense of Azerbaijan announced on September 20 that an agreement was reached with the participation of the Russian peacekeeping contingent on the suspension of anti-terrorist measures in Karabakh.

On September 28, Samvel Shakhramanyan, President of the Nagorno-Karabakh Republic (NKR), signed a decree dissolving the unrecognized state effective January 1, 2024. The local Armenian population was advised to consider the reintegration proposals presented by Baku, and to decide for themselves whether whether to stay or move, reports the Russian news agency TASS.
