Auditors confirmed that Pazaric Institute does not have even minimum Standards for Performing Activities

The Institute for the Care of Mentally Disabled Children and Youth in Pazaric has not implemented systematization nor has employed an adequate number of professional staff needed to ensure the minimum standards for performing activities!

This is not in line with the Ordinance on Standards for Work and Provision of Services in Social Protection Institutions in the Federation of Bosnia and Herzegovina (FBiH), according to the Audit Office of the FBiH Institutions in the Institute’s Financial Audit Report from last year that was published a few days ago.

Namely, the Ordinance systematized 183 jobs, and on December 31st, 2020, 148 jobs were filled in this institution near Sarajevo.

Instead of four, there are two special educators

“For example, we state that, in accordance with the Ordinance on Standards, the institution should have one special educator per 30 users, as well as one speech therapist and one psychologist per 70 users. Although there were 339 users in the institution on December 31st, 2020, the positions of four special educators, one speech therapist, and two psychologists have been systematized. Out of the mentioned systematized positions, the positions of two special educators and two psychologists have been filled, ” it was noticed, among other things, by the Office for Audit of Institutions in FBiH.

They added that no employee training plan has been adopted, nor there is a record of training within the scope of work performed by employees in accordance with the Standards of Internal Control in the Public Sector in FBiH.

Such conclusions of the federal auditors come after Sabina Cudic, a representative of Our Party (Nasa Stranka) in the House of Representatives in November 2019, published photos that testify to the inhumane treatment of children in this institution near Sarajevo.

More than a year after publishing the photos of children who were tied to radiators and beds, the House of Representatives of the BiH Parliament adopted the conclusions on this case only in December last year.

So far, five witnesses have been heard at the main trial, and the next hearing is scheduled for October 15th, Klix.ba writes.
