Central Bank of BiH: No Payment to State Budget While CBBH Assets Remain at Risk

After the Council of Ministers of Bosnia and Herzegovina adopted the plan of Finance Minister Srđan Amidžić to allocate 200 million BAM from the Central Bank of Bosnia and Herzegovina to pay off the debt of the Slovenian company “Viaduct”, the Central Bank of Bosnia and Herzegovina today emphasized that the payment of this money will not be made “as long as there is a possibility of endangering its property”.

“The Central Bank of Bosnia and Herzegovina is an independent monetary authority in Bosnia and Herzegovina whose mission is to preserve monetary and financial stability by maintaining the stability of the domestic currency, the convertible mark, the CBBH points out.

“Recognizing the new situation, and in accordance with the legal norms (provisions of the Law on the CBBH) and the mandate of the CBBH, the payment of a portion of the net profit to the account of the institution responsible for the budget of Bosnia and Herzegovina will not be made as long as there is a possibility of endangering the assets of the CBBH and thereby endangering the stability of the CBBH, as well as monetary and financial stability,” the Central Bank of Bosnia and Herzegovina announced in response to a query from BHRT.

At its third session held on March 27, 2025, the Governing Board of the CBBH adopted the Financial Report of the CBBH for the year ended December 31, 2024, as well as the Decision on the Distribution of the Net Profit of the CBBH for the year ended December 31, 2024, which states that the Central Bank of Bosnia and Herzegovina in 2024. achieved a net profit of 412,599,585 BAM.

Based on Article 27 of the Law on the Central Bank of Bosnia and Herzegovina and the Decision of the Governing Board of the Central Bank of Bosnia and Herzegovina of 27.3.2025., a part of the realized profit in the amount of 244,306,831 BAM is distributed to the account of the obligation to the institution responsible for the budget of Bosnia and Herzegovina – the Ministry of Finance and Treasury of Bosnia and Herzegovina.

“The CBBH exercises all its competencies through the Central Office, main units and branches and we are ready to respond to threats to our property and ensure the smooth implementation of all legal competencies of the CBBH, in accordance with legal norms, our mandate and authorities,” the Central Bank of Bosnia and Herzegovina notes.

“The CBBH remains consistent with its primary task, preserving the monetary and financial stability of Bosnia and Herzegovina, and its investment policy in accordance with legally defined goals and objectives, which implies that official foreign exchange reserves are managed primarily in a safe manner,” the Central Bank of Bosnia and Herzegovina concluded in a statement.

As a reminder, the Council of Ministers of BiH yesterday adopted a proposal by Minister of Finance Srđan Amidžić to pay off the debt of 116 million KM to the Slovenian company Viaduct from the Central Bank of BiH.

“The Ministry of Finance and Treasury of BiH will pay 110,169,862 KM, which are planned for direct transfers from the Single Treasury Account, within 15 days from the date of entry into force of the Law on the Budget of BiH for this year, and no later than seven days from the payment by the Central Bank of BiH,” the Council of Ministers announced.

This is a proposal by Minister Amidžić, according to which 200 million would be withdrawn from the profit of the Central Bank of BiH, and after paying off the debt to Viaduct, 90 million BAM would be distributed to the entities.

According to Amidžić’s proposal, 59 million BAM would go to the Federation of BiH, and 29 million BAM to the Republika Srpska.
