The Central Election Commission (CEC) today verified the applications of a total of 67 political parties, which met the conditions for participation in the general elections in October.
Five members voted for certification, while one CEC member was against.
At the session, it was pointed out that, among other things, the services of the CEC checked whether the parties were registered with the competent authority, whether the appropriate declarations of the presidents of the parties were signed, whether the financial report was sent, the election application fee was paid, and the account number for financing the election campaign was submitted.
Appeals are allowed to the Court of Bosnia and Herzegovina on certification decisions.
After CEC member Suad Arnautović said that he was against the decision to certify SNSD’s application, because he believes that the president of this party, Milorad Dodik, could not sign it, CEC member Željko Balakar reminded that Dodik signed SNSD’s application for early elections for the president of Republika Srpska.
He added that this report was also the subject of appeals before the Court of Bosnia and Herzegovina, which rejected those appeals with the statement that the CEC certified the report according to the law, which is why it supported the certification.
“It is indisputable that the person is still registered in the court register / as a person authorized to represent/”, stressed Bakalar.
The President of the CEC, Jovan Kalaba, pointed out during the discussion that he was in favor of the verification of the application of this party, because the SNSD submitted proof of the authorized person for representation from the competent body.
Deficiencies in the application were found for ten political entities during the verification, and they were sent a notification to eliminate the deficiencies, while the applications of five political entities that did not complete the verification application process, but only accessed the application, were rejected.
Out of a total of 11 registered independent candidates, four of them submitted a complete application, and the CEC certified their applications for the elections, while the applications of the other seven independent candidates were rejected.
At the session, it was stated that 280,800 KM will be planned for the services of printing and packaging election materials for the 2026 general elections, 197,997 KM for the procurement of office supplies, 234,000 KM for the procurement of packaging materials, while 269,334 KM is planned for the services of creating and implementing a voter education campaign.
46,800 KM is planned for the procurement of conceptual design services for the construction of an access optical network for the needs of introducing specific election technologies in the electoral process in BiH, 175,500 KM is planned for technical support services in the process of maintaining the information and communication system of the Central Election Commission of BiH for the implementation of the general elections in 2026.
1,140,000 KM is planned for the procurement of postal delivery services of election materials for voting outside BiH, and around 1,170,000 KM is planned for the procurement of audit services for the biometric voter identification system and for the scanning of ballots at polling stations.
