The Council of Ministers of BiH adopted Dodik’s Proposal on Distribution of Russian Debt?

council-of-ministersThe Council of Ministers of BiH defined basics of the Proposal for negotiations for conclusion of the Agreement between the Council of Ministers of BiH and the Government of the Russian Federation on regulating obligations of the former SSSR in the trade between the former SSSR and the former Yugoslavia, which is followed by positive opinions of all institutions in BiH, including the entity governments.

According to Basis, clearing debt of the Russian Federation to BiH amounts to 125,157,834.38 USD. From this amount, the FBiH would get 72,591,543.94 USD, or 58 %, the RS would get 36,295,771.97 USD, or 29 %, BiH institutions 12,515,783.44 USD or 10 %, and for Brcko District 3754735 03 USD, or 3 %.

The proposed ratio corresponds to the legislation on the distribution, purpose and use of funds obtained under Annex “C” within BiH.

The Ministry of Finance and Treasury will submit the Proposal of Basics to the Presidency of BiH for further procedure, and for BH signatory was proposed the Minister of Finance and Treasury.

The proposal of distribution of clearing debt in this way was first proposed by the President of RS Milorad Dodik and entity government. The proposal was later accepted by the Government of FBiH.

This proposal was previously unacceptable for the Government of the FBiH, which demanded the clearing debt to be compensated with BiH debt to Russia for gas. Meanwhile, only citizens of FBiH are paying the debt for gas.
