FBiH insists on changing the Coefficient of Distribution of Indirect Taxes

cvijanovicPrime Minister of the RS Zeljka Cvijanovic said that the Reform Agenda will be “frozen” and the arrangement with the IMF redefined or canceled if the FBiH does not complete commitments over the next few weeks and warned that such a scenario is inevitable.

Cvijanovic for the first time publicly confirmed the conditionality of the FBiH to enter into redefining coefficient for allocation of indirect income before the adoption of the Law on Excise.

Cijanovic noted that the RS has made enough concessions and that they are not planning to do it anymore.

The increase of excise was blocked last time in December 2012 by the representatives of the FBiH, and it was announced then that there is no agreement on how to share the money from the new excise tax on fuel. Namely, from the RS requested the money from these excise to be divided according to the established coefficients for other income where in the last quarter of 2016 to the FBiH was allocated 64.29 % of revenues from the Single Account, to the RS 32.16 %, while Brcko District got 3.55 %.

But according to new claims of Zeljka Cvijanovic, FBiH wants to completely redefine the coefficients of all indirect taxes. In the middle of last year, in the public appeared information that the RS is faking the final consumption, which is a crucial factor in determining the coefficient, and even the IMF promised to be included in the analysis of final consumption and thereby help BH authorities to get the fair coefficient. According to unofficial statements of FBiH, instead of 32.16 %, to the RS belongs about 30 % of revenue. By the same calculation, the FBiH is annually damaged for several hundred million BAM.

“When it comes to the topic of alignment of coefficients, it has nothing to do with this review of the IMF. But, if we will deal with that, then we’ll talk about the debt of the Federal Institute PIO / MIO to the Fund for Pension and Disability Insurance of the RS. We cannot deal selectively only with issues that are interesting to the FBiH, and push under the carpet topics that are important for the RS “, says the President of the Government of the RS, indirectly admitting that it is not in the interest of the RS to open the topic of the coefficient of distribution of public revenues.

The story about the allocation of public revenues is also interesting because of solid alliances of Milorad Dodik and Dragan Covic where SNSD and HDZ play a key role in the Governing Board of ITA and occupy four of the six position where the Director of the ITA is from the HDZ.
