The House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina considered today the Bill on Amendments to the Law on the Ombudsman for Human Rights of Bosnia and Herzegovina, proposed by the Council of Ministers of Bosnia and Herzegovina, but did not make a final decision on the bill.
During the voting, the proposed law did not receive the required entity majority of the deputies’ votes, so it was sent to the Collegium for harmonization.
For the same reason, due to the absence of an entity majority, the Draft Law on Amendments and Amendments to the Law on the High Judicial and Prosecutorial Council of BiH, proposed by the Council of Ministers of BiH, and which the deputies considered in the first reading, was sent to the Collegium for harmonization.
Today, the Draft Law on Freedom of Access to Information at the Institutional Level of Bosnia and Herzegovina, proposed by the BiH Council of Ministers, was considered, but this law will have to wait for one of the next sessions so that the deputies can express their opinion on it.
Before declaring on the text of the law, the deputies voted on Serif Špago’s proposed amendment to the proposed law. Given that the amendments did not receive the necessary entity majority, they were sent to the College for harmonization.
“The collegium’s agreement is that we will still wait for the vote on the draft law, until the next time in the second round, we will have a say on the proposed amendments of MP Serif Špago,” said the Speaker of the House of Representatives, Denis Zvidzdić.
The House of Representatives adopted the Bill on Amendments to the Law on Labor in BiH Institutions, which was proposed by MPs Predrag Kojović, Sabina Ćudić and Aida Baručija.
The proposed law provides that after the expiration of maternity leave, a woman with a child up to at least one year of age has the right to work half-time, and for twins, the third and every subsequent child has the right to work half-time until the child is two years old.
It is defined that this right can be used by an employee – the father of the child, if the woman works full-time during that time, or the person who takes care of the child in the event of the death of both parents, if the parents abandon the child or if they are unable to take care of the child.
It is also provided that a woman with a child or an employee – the father of the child has the right to work half of the full time until the child turns three years old if, according to the opinion of an authorized medical doctor, he needs increased care.
The legislative procedure for the Bill on Amendments to the Law on Citizenship of BiH, proposed by MP Denis Zvizdić, was suspended today.
For the second time, MPs did not accept the negative opinion of the competent committee on the proposed law, which, in accordance with the Rules of Procedure, implies the suspension of the legislative procedure.
In the second round of voting, the House of Representatives did not adopt the Bill on Amendments to the Law on Service in the Armed Forces of Bosnia and Herzegovina, which was proposed by the Council of Ministers of Bosnia and Herzegovina.
