Full Details of Hezbollah-Israel Agreement released

On Wednesday in the early hours of the morning, the cease-fire agreement between Hezbollah and Israel came into force, and the media in Israel published the details of the entire agreement and what it contains.

The first to publish the details of the agreement was Israel’s Channel 12, and according to what can be read, the agreement was concluded through the mediation of the USA and France.

This is the entire agreement document:

Israel and Lebanon will implement a cessation of hostilities beginning at 04:00 on November 27, 2024, in accordance with the commitments listed below. The Government of Lebanon will prevent Hezbollah and all other armed groups on the territory of Lebanon from carrying out any operations against Israel, and Israel will not carry out any offensive military operations against Lebanese targets, including civilian, military or other state targets, on the territory of Lebanon by land, air or sea. by sea

Israel and Lebanon recognize the importance of UN Security Council Resolution 1701 for the achievement of lasting peace and security and commit to taking steps towards its full implementation, without violation.

These commitments do not prevent either Israel or Lebanon from exercising their inherent right to self-defense, in accordance with international law.

Without prejudice to the United Nations Interim Force in Lebanon (UNIFIL) and its responsibilities, or the obligations under Resolution 1701 and previous resolutions, the official military and security forces, infrastructure and weapons of Lebanon shall be the only armed groups deployed in the southern Litani area shown in the attached LAF Deployment Plan (hereinafter referred to as the Southern Litani area).

In accordance with Resolution 1701 and its predecessors, in order to prevent the re-establishment and rearmament of non-State armed groups in Lebanon, any sale or delivery of arms and related materiel to Lebanon shall be regulated and controlled by the Government of Lebanon. In addition, all production of arms and accompanying material within Lebanon shall be regulated and controlled by the Government of Lebanon.

For the purpose of implementing Resolution 1701, and upon the commencement of the cessation of hostilities in accordance with paragraph 1, the Government of Lebanon shall grant the official military and security forces of Lebanon all necessary authority, including freedom of movement, and instruct them, in accordance with Resolution 1701 and its predecessors, to:

Monitor the implementation of measures against any unauthorized entry of arms and related materiel into and throughout Lebanon, including through all border crossings, and against the unauthorized production of arms and materiel within Lebanon.

Starting from the South Litani area, dismantle all existing unauthorized facilities engaged in the production of weapons and related materiel, and prevent the establishment of such facilities in the future.

Starting from the South Litani area, dismantle all infrastructure and military positions and seize all unauthorized weapons that do not comply with these obligations.

The United States and France intend to work within the Military Technical Committee for Lebanon (MTC4L) to facilitate and achieve the early deployment of a total of 10,000 Lebanese Army troops to southern Lebanon.

Following the commencement of the cessation of hostilities in accordance with paragraph 1, and without prejudice to UNIFIL and its mandate and responsibilities in Resolution 1701 and previous resolutions, Israel and Lebanon decide, in coordination with UNIFIL, to reformulate and enhance the Tripartite Mechanism (hereinafter referred to as the Mechanism). The reformulated and enhanced Mechanism, hosted by UNIFIL and chaired by the United States, including France, will monitor, verify, and assist in ensuring the implementation of these commitments.

Israel and Lebanon will report any alleged violations to the Mechanism and UNIFIL, without prejudice to their rights to direct communication with the UN Security Council. The Mechanism will develop appropriate procedures for consultation, inspection, information gathering, and assistance in ensuring the implementation of these commitments.

Upon the commencement of the cessation of hostilities in accordance with paragraph 1, Lebanon shall deploy its official military and security forces at all borders, as well as at all regulated and unregulated land, air and sea border crossings. In addition, the Lebanese Armed Forces (LAF) shall deploy forces, set up roadblocks and checkpoints on all roads and bridges along the line delineating the southern Litani area.

Upon the commencement of the cessation of hostilities in accordance with paragraph 1, Israel shall gradually withdraw its forces south of the Blue Line, and in parallel the LAF shall deploy to positions in the southern Litani area and shall begin to implement its obligations, including dismantling unauthorized infrastructure and seizing unauthorized weapons and related materiel.

Israel’s Channel 12 also published details of the so-called side letter of assurances that the US provided to Israel, which affirms and details Israel’s right to defend itself against renewed threats.

According to the report, the US will commit to providing Israel with intelligence relating to violations of the terms of the ceasefire agreement, and in particular regarding any indications that Hezbollah is attempting to infiltrate the ranks of the Lebanese army.
