House of Peoples of the PA of BiH Supported an Urgent Procedure for the 2026 Budget

House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina accepted a request by the Presidency of Bosnia and Herzegovina to urgently consider the Proposal of the Law on Budget of the Institutions of Bosnia and Herzegovina and International Obligations of Bosnia and Herzegovina for 2026.

Eight delegates voted for the procedure, one against, and six delegates abstained.

From the Federation of Bosnia and Herzegovina, six delegates voted “for” the urgent procedure, one was against, and four abstained.

From Republika Srpska, three delegates voted “for”, while two abstained.

During the discussion on procedure, some delegates thought that the proposed budget should be considered under the summary procedure to enable delegates to submit amendments.

Delegate Nikola Špirić said that delegates from SNSD would support both the urgent procedure and proposed budget.

The chair of the Club of Croat Delegates, Marina Pendeš, also said that she would support both the urgent procedure and proposed budget.

The Chair of the Club of Bosniak Delegates, Šefik Džaferović, said he would abstain from voting on the urgent procedure.

Delegate Nenad Vuković also said he would abstain from voting on the urgent procedure, adding that it enables passage and adoption of the budget.

After voting on the procedure, a discussion about the core of the proposed budget followed.

The House of Representatives of the state parliament adopted a proposed budget under an urgent procedure last week.

The Council of Ministers of Bosnia and Herzegovina has previously determined the Draft Law on the Budget of Institutions of Bosnia and Herzegovina and International Obligations of Bosnia and Herzegovina for 2026 and submitted it to the Presidency of Bosnia and Herzegovina, which is authorized to propose it to the Parliamentary Assembly of Bosnia and Herzegovina, which ultimately adopts this law.

The total revenues, receipts, and financing of the institutions of Bosnia and Herzegovina within the 2026 budget amount to 1,580,500,000 BAM, an increase of 10 million BAM, or one percent, compared to the 2025 budget of institutions of Bosnia and Herzegovina.
