Introduction Of Electoral Technologies In BiH Under Pressure

After announcing the public procurement of a system for biometric voter identification and for scanning ballot papers at polling stations, the Central Election Commission (CEC) of Bosnia and Herzegovina (BiH), on November 27th and December 1st 2025, adopted a Decision and an Amended Decision, respectively, by which the appeal against the tender documentation submitted by one appellant was partially upheld. With regard to these Decisions, on December 9th, 2025, the appellant submitted an appeal to the CEC of BiH, which the CEC of BiH dismissed by a conclusion on December 11th 2025, due to the lack of active legal standing in the public procurement procedure.

Against the said Conclusion, the potential bidder has once again lodged an appeal, which the CEC of BiH will forward to the Public Procurement Review Office together with its statement.

The CEC of BiH points out that the economic operator who has been continuously filing appeals in this procedure has not proven the existence of a legal interest to participate in the public procurement in question, nor has it, according to available information, demonstrated that it has the necessary financial and technical capacities for its implementation.

These circumstances, viewed as a whole, indicate a well-founded suspicion that procedural powers are being used in a manner that may lead to unjustified delays or obstruction of the public procurement procedure, as well as to the undermining of the principle of equal competition among bidders, which could negatively affect the dynamics of introducing electoral technologies in BiH for the 2026 General Elections.

We call on all BiH institutions to ensure, within the scope of their competencies, all necessary support for the successful implementation of the project of introducing specific electoral technologies into the electoral process in BiH.

The CEC of BiH will repeat its request to the Public Procurement Review Office for the urgent resolution of the appeal in question, with the aim of ensuring the unobstructed continuation of the process, it was announced.
