To whom will pedophiles report, which authority will supervise them, how will they be prevented from visiting places where children gather, especially kindergartens, schools and yards of these institutions, playgrounds, professional counseling, travel and change of place.

Actor Moamer Kasumovic, who was convicted in Sarajevo for fornicating a minor with a prison sentence of one year, will also be included in the Register of perpetrators of crimes against sexual freedom in Montenegro.

Journalists asked the Ministry of Justice whether Kasumovicwill be in the Registry, considering the fact that he was born in Montenegro, and now lives and works here.

The Ministry clarified that the regulation on the way of keeping criminal records stipulates that it includes persons convicted of criminal offenses by foreign courts, namely Montenegrin citizens, foreign citizens and stateless persons who were born on the territory of Montenegro and foreign citizens and persons without citizenship who are permanently settled in Montenegro, for which the data has been submitted to the Ministry of Justice.

Kasumovic case

According to the information provided by the Municipal Court in Sarajevo, Kasumovic was convicted of lewd acts against a 15-year-old boy, and the final verdict was handed down on May 22nd last year. The indictment against him was filed by the Prosecutor’s Office of Sarajevo Canton at the beginning of February 2021.

He was found guilty of committing lewd acts against a minor in December 2019, the verdict stated.

Kasumovic bought out his prison sentence in November last year, so he paid 36,000 BAM, which is about 18,000 euros, for the sexual abuse of a 15-year-old minor.

The public learned about the whole case on September 16th, when a young man publicly said after the performance about sexual and peer violence “Tiho, tise” at the Sarajevo Fest that he was the victim of sexual abuse by a well-known actor. After the conversation that took place after the performance, the young man said that he was not the only victim and that there is a verdict in another case in which Kasumovic was already convicted. The Prosecutor’s Office of Sarajevo Canton later announced that there were no other charges against Kasumovicand no investigations had been initiated.

The Montenegrin register contains the first and last name, Unique Master Citizen Number (JMBG), address of residence and place of residence, data on employment, personal characteristics, criminal offense and the criminal sanction imposed, as well as information on the legal consequences of the conviction. The data is kept permanently and cannot be deleted.

Persons from that record will be monitored, they will not be able to stay or work near children, they will have to report regularly to the Police Directorate. However, in order to know who will supervise them, the by-laws that will accompany the current Criminal Code will have to be changed, N1 writes.
