The House of Representatives of the Parliamentary Assembly of BiH adopted on Thursday evening the Proposal for a Decision on Amendments to the Decision on the Appointment of Members of the Joint Committees of both Houses of the Parliamentary Assembly of BiH, which replaced the SNSD members with members of the SDS and PDP.
With this proposal, Želimir Nešković (SDS) is appointed to the Joint Committee for Defense and Security instead of the delegate from the Serbian People’s Club Radovan Kovačević (SNSD), Nenad Vuković (PDP) is appointed to the Joint Committee for Supervision of the Work of the Intelligence and Security Agency (OSA) instead of Nikola Špirić, and Nenad Vuković (PDP) is appointed to the Joint Committee for Economic Reforms and Development instead of Snježana Novaković Bursać.
With the same proposal, Nenad Vuković (PDP) is appointed to the Joint Committee for European Integration instead of Snježana Novaković Bursać, who will also take up a position in the Joint Committee for Administrative Affairs instead of Nikola Špirić (SNSD). On Thursday evening, the representatives adopted the reports of the Office for the Audit of BiH Institutions on the financial audit of 73 BiH institutions for 2023, the Annual Audit Report on the main findings and recommendations for 2023
The initiative of Rejhana Dervišević was also adopted, which tasks the Council of Ministers to, when drafting the Law on the Budget of BiH Institutions and International Obligations of BiH for 2025 and in all subsequent years, foresee funds of 0.01 percent of the total budget for providing assistance to the entities and the Brčko District in cases of natural disasters.
There was no entity majority for the initiative of representative Šemsudin Mehmedović, by which the House of Representatives of the Parliamentary Assembly of BiH obliges the Council of Ministers to carry out all appointments of directors of 28 BiH institutions in accordance with the Constitution and laws of BiH that establish a proportional national structure of directors of BiH institutions, according to the last census from 2013.
The support of the representatives was received by Mehmedović’s initiative, by which the House of Representatives obliges the Council of Ministers and the Ministry of Justice to take measures against Josip Merdža, Director of the Institute for Intellectual Property of Bosnia and Herzegovina, as a senior civil servant, because for years he has also served as the Secretary General of the HNS.
Mehmedović’s initiative, by which the House of Representatives obliges the Council of Ministers and the Ministry of Justice to take measures against Marko Kubatlija, Director of the Foreign Investment Promotion Agency (FIPA), a senior civil servant, because he was the leader of the DNS candidate list for the Pale Municipal Assembly in the local elections, was also adopted.
The general majority was not in favor of Mehmedović’s initiative, in which he requested that the House of Representatives oblige the Council of Ministers to dismiss Darko Ćulum, Director of the Investigation and Protection Agency (SIPA), because he has more than 40 years of pensionable service, and that according to the law, his employment relationship and loss of police officer status be automatically terminated.
The initiative of Representative Šemsudin Dedić was adopted, in which the House of Representatives requests the Fiscal Council of BiH to adopt, in accordance with its competencies and obligations, the proposal for the document Global Framework of Fiscal Balance and Policies in BiH.
This is a prerequisite for the preparation and adoption of the Framework Budget Document of the Institutions of BiH for the period from 2025 to 2027 and the Law on the Budget of the Institutions of BiH and International Obligations of BiH for 2025.
The representatives supported the initiative of representative Saša Magazinović, which tasks the Agency for Identification Documents, Records and Data Exchange of BiH (IDDEEA) with drafting and submitting to the procedure amendments to the Rulebook on Driving Licenses, which will abolish discrimination on the basis of age and health status in relation to the issuance of driving licenses.
The session approved the ratification of the Agreement between BiH and the EU on cooperation between the BiH authorities responsible for judicial cooperation in criminal matters and the EU Agency for Criminal Justice Cooperation. This concluded the regular session.
