Practical aspects of criminal investigation in BiH- stronger need for cooperation of police and judiciary

Conference was organised by a project ” EU support to law enforcement’’ financed by the EU in cooperation with SIPA. It is one of the activities planned under project component IX that focuses on cooperation of police and judiciary.

The focus of the conference was to define standards for ”reasonable doubt’’ criminal offense and also to define when the prosecutor can begin with supervision of authorized officials in criminal investigations.

These are key issues for strengthening cooperation between the police and the judiciary with the goal of improving the effectiveness of criminal investigations in BiH.

It is also important to see the investigation as a team work that requires the understanding of roles and obligations of both sides.

”On operative level, police the prosecutor depend on each other because it is in interest of both to successfully complete the investigation in court by ensuring the quality of the indictment and its successful completion in the court”, said Severin Strohal, head of Operations Section for Justice and Home Affairs and Public Administration reform at the EU Delegation in BiH.

Project is financed by EU with 7 million EUR through the Instrument for Pre-accession Assistance (IPA) that started in 2012 and will last until 2014.

The project consortium includes the Ministry of Internal Affairs of the Republic of Austria, the Republic of Slovenia, Hungary and state of Brandenburg of Federal Republic of Germany, and the International Centre for Migration Policy Development (ICMPD) and with Transparency International.

Partners beneficiaries are BiH law enforcement agencies at the state, entity, cantonal and Brcko District level.
