In the Indirect Taxation Administration of BiH (ITA BiH) was held a meeting with representatives of the postal operators in BiH, at which was discussed the customs clearance of postal items that citizens of BiH order over the Internet from enterprises from abroad.
On the meeting was presented that in the next ten days will be completed new module of IT customs application ASYCUDA WORLD, which will allow the postal operators to run the customs procedure for packages that citizens of BiH ordered over the Internet from enterprises from abroad.
In this way, there will be no need for hiring a broker in the customs procedure – freight forwarders and submission of customs declarations, but the entire process will be run by competent post offices. Customs clearance will be done in a way that every single type of goods in the process of customs clearance will be classified according to the current Customs Tariff and on that basis will be determined the precise rate of duty for each type of goods, the corresponding VAT and excise duty in case of the excise product.
In this way will be resolved newly arose problem with customs clearance of shipments that were ordered via the Internet. To recall, if a person from BiH receives a package from abroad, the process of oral customs will be applied, with postal customs declaration at a single rate of customs duty of 10 % and the respective VAT of 17 %, if the value of the package exceeds 50 BAM which is the exemption from payment of import duties.
In order to clear goods like this, JCI must be submitted i.e. the customs declaration, and this can be done only by persons authorized to carry out customs procedure – freight forwarders.
This will be in practice until the commissioning of the new modules of IT customs application ASYCUDA WORLD, which will allow the postal operators to run the customs procedure for packages that citizens of BiH ordered over the Internet from enterprises from abroad.
