High Representative Valentin Inzko repeated in Banja Luka that RS cannot hold a referendum on issues within the jurisdiction of the State of BiH, such as the State Court and the Prosecution.
“A municipality cannot vote on the matters of the entity constitution and an entity cannot vote on the matters concerning the State Constitution,” he explained.
He also quoted articles from the Dayton Agreement that have been violated with the decision of the National Assembly of Republika Srpska about a referendum in RS on the Court and the Prosecutor’s Office.
Inzko also reiterated that, as High Representative in Bosnia and Herzegovina he has various instruments at disposal, but did not want to speak whether he would use them if the decision on the referendum in RS is not repealed.
But, he added that the RS parliament still has a chance to withdraw the decision.
