Two Years After the Elections, Majority of Campaign Promises Still Unmet

Election promises almost regularly remain just promises, and only a small number of them are fulfilled. This was shown by the monitoring of the fulfillment of promises by the Government of the Federation of Bosnia and Herzegovina (FBiH) and both Houses of the Parliament of the FBiH, presented by the citizens’ association “Zasto ne” (Why not), the Istinomjer platform, and JavnaRasprava.ba platform. Who made the most promises, and who broke them?

More than half of the pre-election promises have not been fulfilled. These are the data from Istinomjer’s research during the 2022 election campaign. Most promises were made by SDP BiH, followed by People and Justice, Our Party, HDZ BiH, and HDZ 1990. The largest number of promises were in the areas of economy and social policy.

“Among the promises whose implementation began in the second year are three related to tax reform, made by Our Party, HDZ BiH, and SDP BiH. The fulfillment of the promise regarding the alignment of the minimum wage with the cost of living has also started. The promise by HDZ BiH to establish the Southern Gas Interconnection company was rated as broken because the recently adopted law on that interconnection does not foresee a new public company,” stated Dalio Sijah from the Istinomjer platform.

The Government of the FBiH, they point out, in two years of its mandate fulfilled three promises, broke one, started 203, and 20 are in progress.

“The promise on amendments to the Law on Internal Trade, which was promised in the sense that a non-working Sunday would be introduced, was rated as fulfilled. In addition, nine promises are in progress, among them active rehabilitation of persons with disabilities, the youth employment program, and the women’s employment program,” said Biljana Livancic-Milic from the citizens’ association “Zasto ne.”

In the areas of health, education, culture, and sports, there have been no fulfilled promises during the current mandate. On the other hand, the Parliament of the FBiH has held 60 sessions and reviewed 184 laws over the past two years.

“Most of the laws discussed in this parliament in both Houses were in the areas of economy and social policy. Both Houses jointly discussed almost 200 laws, specifically 184, of which the House of Representatives handled 95…,” said Lamija Haracicfrom the platform “JavnaRasprava.ba.”

The JavnaRasprava.ba platform offers citizens the opportunity to ask elected parliamentarians about problems in society. In two years, citizens asked around two thousand questions, and received answers to only 158 of them. Solutions to the problems for a better life for citizens in BiH are even fewer.
