The proposals contained in the document written in Laktasi say a lot about elections, but very little about electoral integrity, the United States (U.S.) Embassy says.
In a new reaction to the negotiations in Laktasi, they state that the terminology related to the scanning of ballots is designed to preserve the possibility of electoral fraud, which was also a problem during the elections in October 2022, and not to ensure that each citizen’s ballot is counted correctly.
“As the U.S. has already mentioned, the only legal way to respond to the judgments of the European Court of Human Rights (ECHR) regarding the Presidency of Bosnia and Herzegovina (BiH) is through constitutional changes. Other proposals in the document would strengthen the existing irresponsible system and move the party politics of BiH towards an oligarchy, which is exactly the wrong direction for democracy in the country,” the U.S. Embassy states.
