The total value of all civil disputes in BiH amounts to 7.7 billion BAM, of which 36 % refers to disputes against budget users, as stated by the High Judicial and Prosecutorial Council of BiH (HJPC BiH).

The analysis of the work of courts in the last year established the existence of a number of court proceedings that citizens initiated against budget users with the aim to realize their claims.

These are mostly the lawsuit requests for unpaid salaries or other benefits in cash that are guaranteed by the law.

These are disputes against institutions at the level of BiH, entities and cantons, different ministries, public institutions, companies in majority ownership of entities and local self-government units.

Due to this, HJPC will present the “Analysis of unresolved disputes in which budget users are parties” on Monday, June 11.

The analysis will be presented by the member of the HJPC Selim Karamehic, a judge in the Basic Court in Brcko, and the head of the Project for the improvement of court efficiency and responsibility of judges and prosecutors in BiH that is conducted by HJPC, Ana Bilic Andrijanic.

The HJPC BiH adopted the conclusion that the public, budget users and their legal representatives as well as institutions on the level of BiH that have the largest share in this kind of disputes should be informed about results of the analysis and joint meetings with representatives of the public authorities should be organized in order to solve this issue.
