Will the Citizens in BiH pay more expensive Fuel?

fuelRequests by the Council of Ministers of BiH for consideration of the Draft law on amendments to the Law on Excise Taxes in BiH, the Draft law on amendments to the Law on Indirect Taxation System in BiH and the Draft law on amendments to the Law on Payments to the Unique Account and the Distribution of Revenues will be considered in urgent procedure by the delegates in the House of Representatives of the Parliamentary Assembly of BiH today.

If these laws are adopted and adjusted to the requests by the Council of Ministers of BiH, citizens in BiH will pay 15 fennigs more for fuel. The Council of Ministers reached this decision on June 29 this year and it is to be considered in urgent procedure in order to respect the assumed contractual liabilities and to ensure the necessary funds for servicing the loans with the European Bank for Reconstruction and Development for the completion of the started projects related to the construction of road infrastructure in FBiH and the RS.

In the agreements which finance the construction of road infrastructure, clauses were agreed that oblige BiH to increase excise taxes on oil products, which will represent a condition for efficiency of these loans.

“For this reason, the subject loan agreements cannot become operational until the obligation is fulfilled. Increase in excise taxes ensures the long-term sustainability of public enterprises that deal with the construction of road infrastructure and mitigates the risks for budgets of entity governments,” stated the Council of Ministers of BiH.

Draft Law on amendments to the Law on Excise Taxes is adopted at the same time as the Draft law on amendments to the Law on Indirect Taxation System in BiH and the Draft law on amendments to the Law on Payments to the Unique Account and Distribution of Revenues because they are mutually conditioned and must become effective at the same time.

The Draft law on amendments to the Law on Excise Taxes defines the following excise taxes for oil products: diesel fuel and other gas oils 0.45 BAM, kerosene 0.30 Bam, gasoline-unleaded 0.50 Bam, gasoline 0.55 BAM, fuel oil 0.45 BAM and biofuels and bio liquids 0.45 BAM.
