No one in Bosnia and Herzegovina wants to use Ten Million BAM worth Respirators

Chinese respirators procured by Federal Civil Protection Administration, with money from the Federal Government, through the private company Srebrena Malina, still no one wants to test, install and do everything that is needed to put them into use. Namely, the deadline for submission of bids under the negotiated procedure without publication and notification expired today, Klix.ba news portal reports.

This is the second tender that has failed. “We have not received any offers,” Mustafa Kadribegovic, acting director of FUCZ, told Klix.ba.

According to him, FUCZ will launch a third tender. “Most likely, the procedure will be open. Then we will adjust the conditions so that someone who installs devices from the list of medical devices can apply,” Kadribegovic added.

Kadribegovic says that FUCZ wanted, as usual, for an authorized representative of the manufacturer to install the device.

“We had information that there is a company in Serbia that is listed on the website of the Serbian Medicines Agency, as an importer of these same devices in December last year.

It also has the office in the EU, but we did not receive information from the manufacturer or authorized representative in the EU. We asked for an authorized representative in an open procedure, so in the negotiating procedure, under the same conditions, a call was sent to a company from Nis and a representative of a Chinese company in Dublin, because we received information that a representative office for the EU was there”, says Kadribegovic.

However, the company from Nis informed the Federal Civil Protection Administration (FUCZ) that it will not participate in the negotiation procedure, because they believe that it is not transparent enough, although, says Kadribegovic, it has been clarified that the negotiation procedure is in accordance with the Law on Public Procurement.

“The company from Dublin did not even respond,” said the acting director of FUCZ, adding that in the next tender, it is possible that a local company will get the job.

“The whole problem is that we did not have an authorized representative in BiH. I do not know what the process is, but in conversations with people from that industry we learned that it was possible to do it. Everything took too long,” concluded Mustafa Kadribegovic, who is replacing the suspended FUCZ Director Fahrudin Solak who is a suspect in a case involving these respirators.

It should be reminded that state prosecutors are currently writing an indictment against Federal Prime Minister Fadil Novalic, owner of “Silver Raspberry” Fikret Hodzic, suspended director of FUCZ Fahrudin Solak and director of the BiH Medicines Agency Aleksandar Zolak. They are suspected of several criminal acts in the “Respirators” affair – worth 10.5 million BAM.
