Former prison inmate from Prijedor Satko Mujagić submitted another criminal complaint to the Prosecutor’s Office of Bosnia and Herzegovina against Milorad Dodik for inciting national, racial and religious hatred, discord or intolerance during the pre-election rally of the Alliance of Independent Social Democrats (SNSD) in East Sarajevo, reports Detektor.
As stated in the application, on November 10, 2025, at the pre-election meeting of the SNSD in East Sarajevo, Dodik made a speech in which he made a series of statements about Bosniaks, whom he called “Muslims” and “Turks”, “subjects”, accusing them of lies, Islamization and domination over Christians.
– This city must not allow additional Islamization. Let go of the stories that we are the same people. We are not the same faith. Nobody lies more than Turks. To oppose the great Muslim nationalism which is the reincarnation of political Islam, which has not finished its work here. It is not their Bosnia and Herzegovina. The story of a unitary Bosnia fails because they are not their own, but their subjects. Unlike us Serbs who know it, can do it and want it – Dodik’s speech was quoted in the application.
Mujagić told Detektor that his goal is not to “go to court” with anyone, not even with Dodik, but since the Prosecutor’s Office of BiH has not been doing its job properly for years and is not prosecuting hate speech as a matter of official duty, he filed a report.
– The point is that we have to learn to live in a state governed by the rule of law, where breaking the law is sanctioned, regardless of who it is. And precisely such statements from his “level” lead to others, even to incidents. Such insults and qualifications led to anarchy and mass crimes during the war – says Mujagić.
According to the application, this statement was made in the context of a political speech or media appearance, and refers to Bosniaks as an ethnic group and Muslims as a religious group, portraying them as liars and untrustworthy, and subjects, which is a classic example of hate speech.
– Considering the current security situation in the world, and the numerous war crimes and genocide committed against Bosniaks 30 years ago, this statement brings unrest and fear among Bosniaks, and violates the good interpersonal relations that were built after the war – the application states.
Verbal terror
Mujagić believes that there was enough verbal terrorizing.
– And I am ready to withdraw the report tomorrow if the person in question symbolically withdraws his statements, and if Kajganić [Milanko] continues to delay, the next step is disciplinary proceedings against him and the prosecutor working on this case, because they are not doing the work for which they are paid – concludes Mujagić.
In the document, Mujagić reminded that this new statement follows on from the suspect’s previous, similar statement from August 3, 2021, given during a guest appearance on the entity TV channel RTRS. At the time, Dodik said that Bosniaks were “subjective people without character and capacity”.
Four years ago, Mujagić filed a criminal complaint with the BiH Prosecutor’s Office for this statement, but no decision has yet been made. Mujagić also referred to this report as additional evidence.

“Like amoebas”
Detektor previously wrote that the Prosecutor’s Office of BiH decided not to process the complaint against Milorad Dodik for inciting religious hatred during a speech at a pre-election rally where he said that “Muslims are moving like amoebas” to areas where Serbs live.
The Prosecutor’s Office of Bosnia and Herzegovina first confirmed that it had opened a case, but soon announced that it had been transferred to the District Public Prosecutor’s Office in East Sarajevo. The state prosecutors determined that the statements did not commit the criminal offense of inciting national and religious hatred, so they transferred the case to the East Sarajevo District Public Prosecutor’s Office, with the suggestion that it be prosecuted as public incitement and incitement of violence and hatred.
An earlier investigation by Detektor revealed that Dodik is the single largest source of hateful messages in Bosnia and Herzegovina. He was the politician with the most statements that could encourage the spread of hatred recorded in the database during 2022, but only one investigation was conducted against him at that time, and to this day not a single indictment has been brought for hate speech, which he continued during the election campaign.
