BiH finally got a Budget, Civil Servants higher Salaries

The House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina, in the second reading, adopted the Draft Law on the Budget of BiH Institutions and International Obligations of BiH for 2022, submitted by the House of Representatives of the State Parliament.

Of the 11 delegates present, eight voted in favor of the proposed law, two were against and one abstained.

The House of Peoples adopted the bill in the same text as the House of Representatives had previously adopted it, given that no amendments had been tabled.

Delegates accepted the conclusion proposed by the Collegium of the House that the amendment phase for the proposed law lasts one hour and that after that time the Finance and Budget Committee meets and submits to the House of Peoples a report on the draft law in the second reading. conducted a discussion and vote on the budget proposal in the second reading.

The House of Peoples did not accept any of the conclusions proposed by delegates Denis Bećirović and Zlatko Miletić during the discussion. Some of them were not adopted, and some, due to the lack of an entity majority, were sent to the Collegium for harmonization.

Delegate Zlatko Miletic, during the discussion on the proposed law, said that such a budget proposal is completely immoral, for several reasons.

According to him, it is a shame that the salaries of elected and appointed officials – from members of the Presidency, the Council of Ministers of BiH, MPs and delegates in both houses of the PABiH, directors and deputy directors of agencies, will increase by 500 KM.

– I think it is so pathetic and I cannot understand the kind of urge to demonstrate force to the citizens in this way to a country where 15 percent of the poor were until a year ago – stated Miletić.

Delegate Denis Bećirović said that he would vote against such a budget, and he also submitted several conclusions on which the House of Peoples should declare itself.

According to him, the conclusions envisage, among other things, that the BiH Council of Ministers be instructed to submit all necessary acts to the parliamentary procedure within seven days at the latest in order to stop the increase in salaries of state officials.

– The conclusions envisage that the House of Peoples will sit and hold emergency sessions until we resolve this. Also, among the conclusions, we call on the Presidency of BiH, as the proposer, to get involved in solving this problem – said Bećirović.
