BiH Intelligence Agency Chief Inspector Escapes Police in Official Vehicle

In early February, a car belonging to the Intelligence and Security Agency refused to stop at the signal of members of the Ministry of Internal Affairs of the West Herzegovina Canton, and photographs suggest that the vehicle contained OSA Chief Inspector Davor Bevanda and former Deputy Director of SIPA Zoran Galić.

The Police Directorate of the Ministry of Internal Affairs of the Canton of ZHK sent a request to OSA to comment on the behavior of their employee, stating that they had determined that the car, whose driver ignored the police patrol’s attempt to stop him, belonged to OSA.

“On February 1, 2025, at 9:13 p.m., while working on traffic control in the town of Mostarska Vrata, Ljubuški, in the immediate vicinity of the Kiwi Sport business building, from the direction of Ljubuški in the direction of Čitluk, an Audi vehicle, black in color, registration number A28-A-918 comes across, which a police officer stops with a light stop baton and pronounced stop signs, but does not stop, but turns on the rotating lights on his vehicle and continues to move in the direction of Čitluk. Upon inspection of the IDDEEA database, it was determined that the owner of the vehicle is the OSA BiH, and it is necessary for them to report to us regarding the failure to stop at the above-mentioned time, and deliver the same to us via regular mail to our address,” it was stated in the MUP ZHK letter dated 5.2. submitted to OSA BiH.

The Istraga.ba portal published a photo of the aforementioned car, which suggests that Damir Bevanda was in the driver’s seat, and the passenger’s seat was occupied by former GP director and SIPA deputy director Zoran Galić, who, while performing the latter function, left for Croatia the day before his arrest on suspicion of corruption and never officially returned.

Following the letter from the ZHK MUP, the OSA BiH was supposed to determine the actions of its employee, namely the reasons for the illegal refusal to stop for the police, as well as the illegal use of rotating lights. There is no official information about this, and the public relations departments of these two institutions did not respond to our inquiries by the time of publication of the text.

It was unofficially confirmed to the Klix.ba portal that Bevanda admitted that he was driving the vehicle and that he did not stop at the traffic lights of the ZHK MUP police officers. This means that OSA director Almir Džuvo should initiate disciplinary proceedings against Bevanda for the offense that has been documented.
