The Ministry of Communications and Transport of Bosnia and Herzegovina claims to understand the frustration and supports the right of transporters to any legal form of protest and expression of dissatisfaction. The dignity and safety of professional drivers must be the state’s priority.
“We support the right of transporters to legal protest. But the facts are clear: what is within our jurisdiction has been done or is in the final procedure, and what is not, is with other institutions. Rejecting the Decision on the Committee means destroying the only mechanism that would guarantee solutions. Unfortunately, the ministers rejected this decision, thereby destroying the only mechanism that would ensure permanent solutions and oblige all actors to be responsible. It is time to wake up,” because drivers cannot be hostages to someone else’s irresponsibility – said Minister Edin Forto.
The Ministry emphasizes that the only permanent and systemic solution is the Decision on the Establishment of the Committee for the Facilitation of International and Inter-Entity Road Transport – a body in which all competent institutions would be obliged to deliver concrete results on a monthly basis.
They claim that they have done what they can, among other things, that translations into languages used in BiH have been provided, that the amendment of the Regulation on Licensing and Administrative Procedures is in the final stage, that the acts on the Professional Qualifications of Drivers (Code 95) and the third registration plates have been prepared, and that the Regulation on International Permits (CEMT) has been finalized.
The Ministry says that bilateral agreements and border regimes are under the jurisdiction of the Ministry of Foreign Affairs of BiH, that customs terminals and procedures are under the jurisdiction of the Indirect Taxation Administration, and that the coordination of veterinary and inspection services is under the jurisdiction of the Veterinary Office of BiH and the Ministry of Foreign Trade and Economic Relations.
They called on all competent institutions to wake up and do their part, and announced that
the Ministry of Communications and Transport will continue to deliver measures within its jurisdiction and document each delivery.
“Carriers and drivers cannot be held hostage to institutional irresponsibility,” the Ministry of Communications and Transport of BiH announced.
