CIGRE President: Application of new Energy Laws in a Year

The implementation of the set of laws on energy recently adopted in the Parliament of the Federation of Bosnia and Herzegovina will practically start only in a year, the president of the Bosnia and Herzegovina Committee of the International Council for Large Electric Systems CIGRE, Edhem Bičakčić, told Fena news agency.

It is about the Law on Electricity, the Law on Energy and Regulation of Energy Activities in the Federation of Bosnia and Herzegovina, and the Law on the Use of Renewable Energy Sources and Efficient Cogeneration in the Federation of Bosnia and Herzegovina.

Bičakčić stated that those laws harmonize BiH legislation with the legal acquis of the European Union and the Energy Community, which continues the process of electricity market liberalization and energy transition towards clean energy.

He also added that the rights and obligations of all market participants should be more precisely defined and the procedures for the construction and operation of production facilities that use renewable sources, primarily solar and wind, as well as the introduction of new protection mechanisms for end customers, should be simplified.

“In addition, issues of common importance for the use of multiple forms of energy in the sectors of electricity, natural gas, oil derivatives, thermal energy, renewable energy sources and energy efficiency in the Federation of Bosnia and Herzegovina will be systematically regulated,” Bičakčić pointed out.

He explained that these solutions promote and regulate the production of electricity and heating and cooling energy from renewable sources and efficient cogeneration, as well as the use of renewable energy sources in transport for consumption on the domestic market, but also an increase in the share of total energy consumption.

Bičakčić specified that citizens are given the opportunity to participate in the decarbonization of the energy sector in a simpler way, with the possibility of supplementing the existing provisions related to guarantees of origin and balancing.

“For the implementation of these three laws, it is necessary to adopt about 45 by-laws (ordinances, regulations, instructions). These by-laws should be adopted by different authorities: the Government of the Federation of Bosnia and Herzegovina, the Federal Ministry of Energy, Mining and Industry, the Regulatory Commission for Energy in the Federation of Bosnia and Herzegovina, operators of the distribution system and the Operator for renewable sources and efficient cogeneration. Most of these documents are issued in a period of six months to a year,” Bičakčić said.
