The population census in BIH will begin on 1 October at 9:00, and will end on 15 October at 21:00. Authorized census takers will visit all households and conduct interviews with citizens.
The BIH Agency for Statistics, which announced an extensive campaign on the census at the beginning of September, said that they are in the final phases of preparations for P1 and P2 and the methodology documents for printing and cartographic documentation.
The logistical procedure is completed, inventory documentation for listing of BIH citizens who have been living abroad for more than 12 months.
The activities on the development of applications required for data processing, selection and appointment of census takers and instructors from municipalities and cities are underway, and the printing and distribution of census materials.
The tasks of the Agency are training of census personnel, printing and distribution of census materials, preparation and implementation of information campaigns and the preparation of a central location for the processing of census materials.
According to the current evaluation and action plan, in addition to employees at the Statistics Agency in BiH, there will be 18.879 more census takers engaged and an additional 20 percent in case some quit.
The census will be conducted with 2.464 municipal instructors on the field and and additional 20 percent if some quit, 243 instructors at the BIH level in the entities and 250-300 in the preparations and processing of materials.
Inventory will be made every day from 9:00 to 21:00, and in the presence of at least one adult in a household.
If the signatory is not present in the household during the time of the census, a written notice will be left on the time of the next visit, and contact information that the person should call by 15 October at the latest.
The BIH 2013 census will be in accordance with international statistical standards for the definition of the total population and concept of habitual residence. Therefore, in a period of one year or longer, and the intention of the presence/absence of at least one year, there are basic criteria for the inclusion of exclusion of people from the overall population.
Citizens of BIH who have been living abroad for more than 12 months will not be included in the overall number of BIH citizens because they, according to the same concept, are included in the overall population in the countries in which they live since they have permanent residence there.
Questions regarding nationality, ethnicity, religion and mother tongue have been formulated and citizens will have freedom of expression in these areas.
The census taker does not have the right to suggest answers, and so citizens can declare themselves whatever they wish. Census takers will record all the answers, and statistical institutions will assign codes and enter them in the database.
The aim of the census is to determine the number of people who live in BIH, as well as on the territorial level-neighborhoods, municipalities, cities, cantons and entities, their demographics, ethnic, education, economic, migration and other characteristics, the number of households and families.
The census and its data is needed to create a realistic picture of the social-economic situation in BIH, to be the basis for the government at all levels for the development planning of the country.
The census is also a positive step on the path to EU integration and the use of IPA funds, and the data collected will be internationally recognized and comparable with data of other countries, and would enable a better assessment of their own results.
The situation in the education system will be made known, in the area of employment, the opportunities for housing construction, the level of technological development in the country, the number of people who are illiterate, literate, and the level of education.
It will be made known whether agriculture is an important segment of the economy of BIH, the situation when it comes to migration in BIH, the main sources of livelihoods for BIH citizens and many other objective data.
The preliminary results of the census will be published within 90 days after the completion of the census, and the data will be published on number of registered people, apartments and households, as well as the number of households engaged in agricultural production.
The census is the largest statistical research conducted in a country that is a collected, processed and published data on population and households, and the most important statistical data on the population of the country.
The BIH Agency for Statistics pointed out that the census is a key element for the economic development of the country, as well as its progress on the path to EU integration.
