Government Has Not Been Serious About Corruption Since the Beginning

korupcijaTransparency International B&H (TI BiH), with the support of the Open Society Fund B&H, compiled the fifth report on monitoring of the strategy for the fight against corruption (2009-2014) and its action plan.

The monitoring results show that after more than four years since the adoption of the strategy and before the expiration date of its application, of the total number of measures (81), only 8 measures (9,8 percent) were fully realized, 57 (70,4 percent) were partially implemented, while 16 measures (19,8 percent) were not realized. Bearing in mind that the period of the application of the strategy will soon formally end, such results are far from satisfactory.

Only in the last reporting period, the Agency for Prevention of Corruption and Coordination Against Corruption began to recruit employees, provide the technical requirements for the operation and undertake activities to meet its prescribed legal competence.

The problems that the Agency has since the very beginning had a negative impact on the implementation of the strategy, and the recently adopted amendments to the Law on Conflict of Interest in B&H, there will be the work of the office of the Commission for the Resolution of Conflict of Interests at the Agency. Thus, the Agency received commitments from the area of conflict of interest and the task to take over eight employees from the Department of the Conflict of Interest of the B&H Central Election Commission.

Based on the results of monitoring and reports that IT BiH published during a four-year period, on which the Strategy is based, the basic conclusion is that it is a missed chance that is indicated by this document, and that the Strategy for the fight against corruption 2009-2014 is another in a series of documents that have not yet yielded the results due to a complete lack of will of public authorities and law enforcement institutions.
