How much is spent on the monthly rents for BH Institutions?

parliamentDeputy of the Bosniak Caucus Halid Genjac (SDA) asked a question at the session of the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina (PA BiH) about the systemic resolving of locating state institutions with the goal of reducing expenses for rents.

Genjac claims that the Council of Ministers of BiH secured 20 million BAM for that purpose, stressing that the facilities were bought and that they are available, but institutions which are renting did not move into those facilities which is the reason why he asked for a response on the reasons of such decision.

Chairman of the Council of Ministers Denis Zvizdić (SDA) said that the total area of office space which is rented for the purpose of BiH Institutions is 64,514 square meters, and the price of monthly rent amounts to 841,373 BAM, while individual prices per m2 range from three to 41 BAM.

It is, says Zvizdić, irrational and inconsistent with budgetary spending and he announced that he would introduce more control in this area, because until now there was no decision to regulate the norms of floor space per employee, adding that the most expensive properties are located in Banja Luka and the International Sarajevo Airport.

He said that there was a comprehensive analysis of the objects in the property of BiH and the Council of Ministers requested the General Services of the order within 15 days making the analysis of the objects in the ownership of Bosnia and Herzegovina and from the aspect of the site and the degree of utilization and the need for adaptation the needs of institutions, agencies and directorates.

From 2010 to 2014 two buildings in Mostar were bought for the accommodation of institutions (one costs about 7.5 million BAM, and the other around 5.6 million BAM), one facility in Banja Luka (about three million BAM) and facility in Tuzla (910,780 BAM) and facility in Istočno Sarajevo (997.000 BAM).

“Part of the institutions was not moved into the purchased objects. For example, the Agency for Anti-Corruption refused to move because they do not meet their criteria on the corresponding squares per employee. The institution of the ombudsman points out that the planned building does not meet their requirements due to the principle of confidentiality and access to premises of persons with disabilities,” explained Zvizdić.
