How will COVID Positive Persons vote in upcoming Local Elections?

The Central Election Commission (CEC) of BiH announced today that only with the possession of a medical report or an order to isolation) COVID-19 positive patients and voters in isolation can exercise the right to vote via a special mobile team.

At an emergency session held today, the Central Election Commission of BiH adopted amendments to the Rulebook on the Conduct of Elections in BiH in the part related to the exercise of voting rights of voters who are COVID-19 positive and/or in isolation or hospitalized.

The CEC BiH states that this category of voters will be able to exercise the right to vote through a special mobile team if they submit the said document of the competent institution or a body (medical record or order to isolation) with the request submitted to the competent municipal/city election commission.

The Central Election Commission of BiH, with the previous provisions of the Rulebook on the Conduct of Elections in BiH, which were declared null and void as of today, has tried to enable the exercise of voting rights to voters who do not have an act of the competent body if their name is in the records of competent institutions.

“However, after the contacts were made and inquiries were sent to the competent institutions, we have not received feedback on the keeping of the records on the mentioned category of voters,” the CEC explains.

They add that the municipal/city election commissions generally do not have information nor can they determine which competent authority keeps up-to-date records on COVID-19 positive persons and persons to whom an isolation measure has been issued.

Due to all the above, the Central Election Commission of BiH decided to change the Rulebook on the implementation of elections in BiH and thus enable the right to vote under the same conditions throughout Bosnia and Herzegovina, and at the same time prevent possible misuses.

Persons who are in isolation due to infection with the COVID-19, or due to an issued measure of self-isolation can exercise their voting right by actively registering with the competent election commission of the basic constituency, by submitting a request (in written, e-mail, fax) by attaching the isolation order (the decision, medical records), it is stated in the announcement of the CEC BiH.
