Over One Thousand Buildings in Sarajevo have been damaged as a result of War

In the Sarajevo Canton, according to the Ministry of Communal Economy, Infrastructure, Physical Planning and Environmental Protection, which they received from municipalities and housing managers, there are 1,097 buildings that have been damaged as a result of the 1992-1995 war.

Considering that as such they represent a real danger for passers-by, the question arose as to whose competence the restoration of the destroyed facades is.

Rehabilitation program

“Owners are co-owners of common parts of buildings, and thus the facades, which results in responsibility for their maintenance in the designed condition or possible improvement. Until 2016, the Ministry had a facade rehabilitation program through which a number of facades were repaired, and since 2007 it has programs to increase energy efficiency in collective housing, which, in addition to increasing energy efficiency, repairs damaged facades – we it was said by the Ministries headed by Enver Hadziahmetovic.

As it was pointed out, the Government of Sarajevo Canton has adopted a model for improving energy efficiency in buildings in the Sarajevo Canton – “Model EE”, which includes individual and collective housing, because in terms of ownership they have the same status.

Construction works

“Through this model, owners are provided with co-financing of works in the amount of 45 percent, and the funds are provided by the Canton, the City of Sarajevo (for city municipalities) and municipalities for facilities in their area. Also, the Canton finances the preparation of a detailed energy audit, project documentation, supervision over the execution of works and subsidizes interest in the amount of three percent with partner banks,” said the Ministry.

Uninterested in reconstruction

The Law on Physical Planning of Sarajevo Canton stipulates that the owner of a building is obliged to maintain the building in such a way that the technical properties important for the building are preserved during the planned duration, so the apartment owners are obliged to maintain the facade.

But many apartment owners are not interested in renovation, and such buildings pose a real danger.

The previous weekend, the facade of the building on the corner of Fr. Grga Martic Square and Ferhadija Street collapsed, which, fortunately, had no major consequences.
