Sarajevo to host EU TAIEX workshop on transposing the EU Roaming acquis into the Legal Framework of BiH

On 29–30 October 2026, a TAIEX workshop on the transposition of the EU Roaming acquis into the legal framework of Bosnia and Herzegovina, with practical case studies, will take place in Sarajevo, Bosnia and Herzegovina. The event is organised in co-operation with the Communications Regulatory Agency of Bosnia and Herzegovina (CRA) and the Ministry of Communications and Transport of Bosnia and Herzegovina.

Aligning Bosnia and Herzegovina’s electronic communications legal framework with the EU acquis is an obligation stemming from its EU integration commitments. This event is particularly relevant in view of the further alignment with and implementation of the EU roaming acquis required for BiH to join the EU’s “Roam Like at Home” area.

The workshop aims to strengthen understanding of the EU Roaming acquis and support participants in preparing for its effective transposition and implementation. It will focus on the two key pillars of the EU Roaming acquis assessment: transposition compliance and implementation capacity.

The agenda foresees practical examples and experiences from countries that have already advanced in implementing the EU roaming acquis, including Moldova and Ukraine, as well as case studies from EU Member States such as Austria, Greece, Romania and Croatia. These sessions are intended to highlight key steps, challenges and lessons learned relevant to Bosnia and Herzegovina

The workshop brings together experts from RTR Austria, EETT Greece, ANCOM Romania, HAKOM Croatia, the Communications Regulatory Agency of Bosnia and Herzegovina, and the Ministry of Communications and Transport of Bosnia and Herzegovina.

The expected results of the workshop include improved understanding of the EU Roaming acquis, stronger capacity of the national regulatory authority and other stakeholders to ensure complete and accurate transposition, better knowledge of the European Commission’s methodology for assessing compliance and strengthened institutional and regulatory readiness for implementation and enforcement. The workshop is also expected to contribute to fair competition and consumer protection in the roaming market.
